1 Navy Ration System - CS1(SS) Foster

3 Navy Ration  A Navy “ration” is the quantity of food required to feed an eligible patron for an entire day (all meals)  This encompasses breakfast/brunch, lunch, dinner and the midnight meal (MIDRATS)  The midnight meal is not included in the financial computation of a ration  The GM is designed specifically to feed only enlisted diners on RIK. Others are subject to SUPPO approval

4 Entitlement  Patrons entitled to subsist in a GM (subj. to SUPPO approval) on cash meal basis:  Active Duty Personnel (US and Foreign Military)  Activated (Drilling) Reservists  Escorted dependents of active duty or activated reserves  Midshipman Cadets, NROTC personnel on orders  All government travelers (on orders) when directed to subsist from the ashore galley  Nonprofit Youth Organization (Boy Scouts, Sea Cadets, etc.) and Military sponsored tour groups approved by Commander Naval Installations Command (CNIC).

5 Monetary Allowance  Money provided by RIK allowances calculated by allowed headcount  This number is given to the GM by the XO/Personnel Officer (sailing list)  This is the money the GM is allowed to spend on the preparation of the menu

6 Basic Daily Food Allowance (BDFA)  Basic Daily Food Allowance is the amount of money allowed to serve a patron a “ration”  BDFA is usually supplemented for a higher total based on special occasions and unit sizes, etc.  It is determined by the most recent NAVSUPNOTE 7330, which is released quarterly

7 Supplemental Allowances  Supplemental Allowances are used when the BDFA alone can not support the GM:  1-99 persons  100-199 persons - Only 1 supplemental allowance can be claimed at a time

8 Special Allowances  These allowances are to support the GM is special circumstances like:  Submarines  Thanksgiving Meal  Christmas Meal  First 30 days of operation (new GM)

9 Cost Based Prime Vendor Allowance (CBPV)  This allowance depends on the SPV that you are using (area/region)  You get this from the most recent NAVSUPNOTE 7330  You must manually activate this allowance daily in FSM

10 Ration Credit  This is like the BDFA + Allowances, except it is the actual amount spent on the menu for one person for the entire day (all meals).  This is broken down by meal, using 20% allowed for breakfast, 40% for lunch and dinner (=100%)  The Ration Credit is how much was ACTUALLY spent to feed someone 1 ration

11 Ration Credit (Afloat)  Afloat allowed numbers are based on number of days in-port and at-sea  At-sea  Any days at sea, including day of departure & return regardless of time  Any simulated at-sea drill period (Fast Cruise)  In-port  Days moored at a berth

12 Ration Credit (Afloat)  At-sea: Claim all rations for RIK and convert all potential cash sales to rations (everyone on board is claimed)  In port: Only those RIK patrons that actually eat are counted and claim. Only those meals sold for credit (NAVSUP Form 1046) are claimed

13 Meal Pass  The Navy meal pass in the NAVSUP Form 1105, and comes in 6 colors: - White - Pink - Salmon - Yellow - Blue - Green  Colors denote categories of enlisted personal

14 Meal Pass  Nearly all shore commands are now automated with a Common Access Card (CAC) system  This system automates the NAVSUP Form 1291 (RIK) and 1544 (Cash Meals)  Personnel Support (PSD) is responsible for maintaining both CAC card certificates and Meal Passes for enlisted members
