2 Overseas regions in France A growing population Two million inhabitants, in growth Mayotte in the course of integration like overseas region Background Inexistent or obsolete drinking water and waste water infrastructures Technical difficulties of coastal-island ecosystems (coast, mangrove swamps, coral reefs,...) and tropical climate Both the Council Directive concerning urban waste water treatment and the Water Framework Directive apply in French overseas department 40 years delay in water governance (recent establishment of the overseas water agencies and royalties) Water price equal, when not superior, to national average

3 A solution: basin solidarity A mechanism of basin solidarity A dedicated share of royalties paid to water agencies by metropolitan French water users Awarded to overseas communities Through the ONEMA For the implementation of the Council Directive concerning urban waste water treatment and the Water Framework Directive As national counterpart of the European subsidies > In addition to local investment efforts

5 Efforts which remain insufficient Main water-treatment plants quoted in the European litigation (2000) in construction But, urban areas of more than 2000 inhabitants recently not complying Low rate of connection to waste water systems causing public health problems

6 Efforts to continue during next European operational programs 2014-2020 Mechanism of basin solidarity completing local taxes develop regional cooperation between overseas regions and neighboring countries
