2. The LSC remit letter ‘Learning encourages people to develop as active citizens and to play a full part in their local community. It strengthens families, builds stronger neighbourhoods, helps older people to stay healthy and active, and encourages independence for all by opening up new opportunities – including the chance to explore art, music and literature. And what was available only to the few can, in this new millennium, be enjoyed and taken advantage of by the many.’

Skills for Life ‘at least a third of unemployed people, for example, have literacy skills at no more than Level 1… and over a third of people with poor literacy and numeracy are in receipt of social security benefits compared with fewer than one in ten of those with better skills… those working in low-skilled occupations have much lower literacy and numeracy levels. Weak literacy and numeracy skills are also closely associated with other factors, including homelessness or living in disadvantaged communities. Our strategy must address these groups as a matter of priority.’
