OVERVIEW OF CSTL The Care and Support for Teaching and Learning (CSTL) is a SADC (Southern African Development Community) response to the challenges and barriers to education that the Member States recognized exist for the vulnerable and disadvantaged children, the youths and girls in the region. These barriers to education negatively impact the above learners in the areas of education access, retention, completion and outcomes  It supports the Education Ministers to fulfill their commitment and intentions of providing quality education to all learners  It is driven by an underlying belief that “ Education drives socioeconomic development ”

CSTL OVERVIEW CONT  It was developed by the SADC Secretariat, in partnership with MIET Africa UNESCO and UNICEF.  Currently its core funder is the Swiss Development and Corporation Agency (SDC) CSTL provides a comprehensive approach to addressing the barriers to teaching and learning that are associated with basic service delivery (such as health) and poverty related challenges It is an especially strategic mode of intervention since schools and the education system offer a unique and effective vehicle for the delivery of integrated programmes that provide care and support to vulnerable and marginalised children in the furtherance of their education

CSTL OVERVIEW CONT It is a strategy adopted by the SADC to standardize, measure and report on the mainstreaming of elements that assess the school as a centre for care and support for both learners, especially the most marginalized, as well as teachers as the most critical providers of educational services to the learners. It views schools as not only strategic vehicles of service delivery but also the single most important points of educational service provision

CSTL OVERVIEW CSTL is thus not a new concept but it is an overarching framework that Ministries of Education in SADC member states can use to coordinate and integrate all existing efforts to address elements of care and support for teaching and learning using the school as the most ‘natural’ hub/portal of service provision. CSTL is an intervention meant to address barriers to education across the continuum of prevention, care and support as well as a host of interlocking vulnerabilities that would otherwise compromise children’s rights to education and to positive outcomes in education. This would negatively impact broader community socio-economic development This is so because schools can offer age-appropriate targeted services (age cohorts are arranged by grade)

Key School Level Activities to be implemented Implement CSTL, starting with outreach schools Capacity building of supervisors, teachers and school support teams Emphasise safety and protection for children and youth Emphasise HIV/AIDS and Comprehensive Sexuality Education Emphasise nutrition Community mobilisation Strengthening CSTL structures (National/ Provincial/ District/ Cluster and School levels) Integrating CSTL monitoring, evaluation and reporting into existing MER processes (EMIS and SMIS)
