(As-Is Situation) PAs providing services to citizens and businesses Both “traditional” and “electronic” services – a “hybrid” interaction of users with PAs Usually only “atomic” (simple) services are provided (without integration with other services) Users facing problems: How to find the relevant service to their situation (life-event)? How to combine atomic services into (“higher- level”) composed services (scenarios of services) ?
