2 Manual on Uniform Traffic Control Devices (MUTCD)
Dec – 2009 Edition published Jan 15, 2012 – Effective date for compliance as well as supplements by State and Municipal DOTs. May 2012 – Revisions 1 and 2 incorporated. Note that revisions to the manual have been publish.

3 VA Supplement to the MUTCD
Revisions to VDOT developed Supplements: VA Supplement to the 2009 MUTCD approved July 2013 VA Work Area Protection Manual Effective for daily operations – January 1, 2015 Effective for projects advertised for bid – July 1, 2015 VA Standard Highway Signs book (living document) VA Supplement is effective for daily operations beginning on September 30, 2013, and for projects advertised on or after January 1, 2014. 2011 Work Area Protection Manual revision schedule tentatively for January 2015 with a possible July 1, 2015 effective date. Both pending current review schedule. VA Standard Highway Signs book is a “living” document with updates made periodically and published on-line.

9 Automated Flagger Assistance Devices (AFAD)
Chapter 6E Automated Flagger Assistance Devices (AFAD) Several revisions on the use of AFADs: Redefined Methods 1 and 2 to require an AFAD at each end of the TTC zone; Revised standard statement in Paragraph 14 to require two flaggers, one per AFAD, to operate AFADs for both Methods; Replaced the Option statement in Paragraph 15 with a Standard statement requiring a single Flagger operating two AFADs to have an unobstructed view of both AFADs and approaching traffic. Section 6E.04 AFADs Revised Method 2 – Figure 6F-2 Method Two revised from using one AFAD and one posted flagger to requiring 2 AFADs. Also revised AFAD use by requiring (standard statement) of the flagger(s) having a clear, unobstructed view of the AFAD and approaching traffic.

Also note activation when workers are present. W0-V1 – CRASH AREA KEEP CLEAR sign (for “gating” impact attenuators). W20-V14 - GROOVED PAVEMENT AHEAD sign. W20-V15 &16 – MEDIAN CROSSOVER CLOSED AHEAD and MEDIAN CROSSOVER CLOSED respectively. W20-V26 – RUMBLE STRIPS AHEAD W20-V27 – EMERGENCY WORK AHEAD

Chapter 6F – TTC Devices Section 6F.03 Sign Placement The legs of portable sign supports should be fully extended as well as flush as possible to the ground or roadway for stability Legs that cannot be fully extended should be weighted with drum weights. Per information on slide.

Fine For Exceeding Speed Limit When Flashing (R2-V1) Sign Revised sign to comply with the 2012 General Assembly’s amendment to Section Also: “Flashing lights shall be remotely operated and activated when workers are present in the work zone.” Per information on slide.

Chapter 6F – TTC Devices Sections 6F.50 , 6F.53, 6F.58, 6F.59 Various Warning Signs and Plaques Revised the required dates to: “Optional but required July 1, 2014” Section 6F.75 Drums Retro-reflective sheeting changes Drums with like sheeting to be grouped together (no random scattering) Drums: Drums purchased prior to July 1, 2012 can be used until July 1, 2016 and then must be replaced on all projects After July 1, 2016 all reflective sheet must be fluorescent prismatic (high observation angle) lens sheeting. Drums with like/same retroreflective sheet shall be grouped together.

17 Section 6F.92 Vehicle Warning Lights
Chapter 6F – TTC Devices Section 6F.92 Vehicle Warning Lights Deleted all references to “strobe” lights and replaced with “flashing” lights (also changed in Chapter 6H). Revised the flash rates to per minute. Added table: Flash rate was Meets 1 Hz to 4 Hz requirement.

Chapter 6F – TTC Devices Section 6F.95 Crash Cushions (TMAs) Yellow reflective sheeting allowed. Require CRASH AREA KEEP CLEAR (W0-V1) sign. Section 6F.96 Rumble Strips Added information on the application of Portable Temporary Rumble Strips (PTRS) W0-V1 sign per gating/non-energy absorbing impact attenuator per insertable sheet. Added Portable Temporary Rumble Strips (PTRS) information.

Section 6G.25 Installing/Removing Temporary Traffic Control Re-write of section to add clarity to guidance. Added/revised guidance on shadow vehicles, traffic spotters, relocating advance warning signs, and TMA requirements. 29 2012 Pocket Guide Will be updated to match changes in the 2011 Virginia Work Area Protection Manual Revised pocket guide will be released with updated manual Per information on slide. Revises appear to be limited to outside of the shoulder and flagging operations.

30 Review of Revision 1 The Traffic Engineering Division is in the process of revising the 2011 VA Work Area Protection manual and would greatly appreciate Industry review and input on the final draft by October 30th . Per information on slide.
