3 www.itb.uni-bremen.de I How to present the German policy processes 1(2) The illustration of the recent evolution of lifelong learning strategies in Germany – Three waves of policy processes: The first wave: The basic strategy work in the years 2001-2004 (the BLK strategy document, the expert commission on financing LLL and the supporting pilot projects); The second wave: The federal innovation programme “Learning regions” and similar regional initiatives as bridging measures (that pave the way for implementation and for new initiatives); The third wave: The governmental “Innovation circle” and the subsequent strategy concept of the federal government “Learning in the Life course” (at the end of the parliamentary period). 4 www.itb.uni-bremen.de I How to present German policy processes 2(2) Internal development in strategies and implementation - Transition from major reforms to regionalisation: The strategy preparation (first wave): Mobilisation of federal and regional stakeholders and experts to identify gaps and possibilities to join forces The implementation (second wave): Gradual withdrawal of the Federal Government – shift of emphasis to regional initiatives and networks The reviewing of strategies (third wave): Selective rewriting of some of the recommendations of the first wave, particulari- sation of the big packages into smaller follow-up measures (See the German Mapping Instrument, Table 1)

5 www.itb.uni-bremen.de II How to present German pilot projects 1(2) The evolution of pilot projects and innovation programmes – gradual transition from stand-alone initiatives to networked umbrella projects: Pilot projects of the first wave: Gallery of exemplary activities for future implementation of an LLL strategy, but as such stand-alone initiatives with little synergy Projects and networks of the second wave: Linking education and training opportunities, information services and regional development priorities to each other Projects and networks of the third wave: No exemplary cases yet; the initiatives are being re-shaped and launched. (See the German Mapping Instrument, Tables 1, 2 and 3)

6 www.itb.uni-bremen.de II How to present German pilot projects 2(2) Illustration of the networked regional projects: Promotion of innovations in the umbrella project in Hamburg-Harburg: Target group projects: Support for school-to work transition, Support for intercultural learning, Support for returners to labour market, Reshaping of guidance and counselling New learning opportunities: Creation of frameworks and the institution for ‘dual studies’ (combination of apprenticeship with Ba/Ma-studies in crafts and trades) New cooperation models for SMEs: Creation of a pool of training providers and a pool of client enterprises (with joint contact events to analyse learning needs & training potentials). (See the German Mapping Instrument, Table 4)

7 www.itb.uni-bremen.de III How to present critical issues 1(2) Insights into recurring issues and into slowly moving initiatives across different developmental periods: Financial subsidies (“Bildungsprämie”) – repeatedly mentioned in the documents, new measures are being introduced since 2008; Measures to improve integration of migrants into civil society and re-integration of returners to labour market and improvement of guidance and counselling services – new measures are being introduced as a part of the joint “Qualifying initiative” of Bund and Länder (2008). Support for transition and progression across educational sectors – repeatedly mentioned in the documents, new step-by-step measures are being introduced since 2008.

8 www.itb.uni-bremen.de III How to present critical issues 2(2) Insights into difficult (European) priority issues: Progression via alternative pathways and recognition of prior learning – repeatedly mentioned in the strategy documents, some separate initiatives taken but major problems between the VET, Higher Education and CVT frameworks; New alliances to promote learning opportunities and better balance between working/ learning/ leisure time - repeatedly mentioned in the strategy documents but major problems in getting diverse stakeholders involved into joint initiatives; Support for knowledge production on Lifelong learning – new commitments in recent strategy documents but a major divide between new structures for ‘basic research’ and hitherto practiced ‘accompanying research.

9 www.itb.uni-bremen.de IV Concluding remarks Lessons to be learned for European policy development and from European cooperation: The long way from strategies and programmes to actual implementation and observable results (e.g. the programme ‘Learning regions’ and the regional projects); The long way from founding phases of networked projects to well-functioning cooperation and to sustainable results (e.g. the regional umbrella project in Hamburg-Harburg); The strengthening of difficult development processes (e.g. the recognition of prior learning) by links to parallel European processes ( development of European credit transfer EC-VET).
