Almonte Austin wrote a letter to the local government in San Antonio that suggested they start to set up a state government without approval from the national government The Catholic Church and the Mexican armed forces did not agree with the changes that the Federalist government had put in place in Texas Santa Anna changed sides so that he could become more powerful and created a Centralist Mexico
