11 Hispanic Workforce Diversity  Purpose : 1. Policy changes to increase Hispanic Physician representation at Senior Executive Service Level (HHS) 2. K-12 Education Pipeline  What has been implemented so far?  White House Executive Order to Increase a Diverse Workforce # 13583 (law: August 18 th of 2011)

12 Hispanic Workforce Diversity  While efforts at diversifying Federal Workforce have improved, not so for Hispanics serving in Senior Executive Services positions  Specific need: Increase Hispanic Physician presence in Health and Human Services (most under representative Government Agency)

13 Hispanic Workforce Diversity  U.S. Office of Personnel Management established “Hispanic Council on Federal Employment”  Purpose:  Training and recruitment of Hispanics in Federal Government positions  Issue recommendations regarding Hispanic employment  Calling for greater accountability  Pipeline for Hispanic students for future Federal Jobs

14 Hispanic Workforce Diversity  Development of pipeline for Hispanic Physicians to serve in Executive Service Positions:  Ameliorate the underrepresentation of Hispanics in Executive Physician positions (HHS)  Critical Mass will lead to “multiplier effect” of leaders

15 Hispanic Workforce Diversity  Outreach programs by OPM (expanding STEM)  Recruitment at all levels will supply the pipeline  Executive Physician positions provide greater likelihood to meet the healthcare demands of Hispanics

16 Hispanic Workforce Diversity  Recommendations:  Prioritize the Leadership in all agencies, advisory boards  Hiring structure so that vision can be changed at HHS  Help to increase the priorities of Hispanic hiring, retention and promotion.

17 Hispanic Workforce Diversity Recommendations-Continued: 1. Secure funding for the Pipeline (Public/private partnerships with Hispanic Serving Institutions) 2. Incentivize the pursuit of Senior Level Service Physicians 3. NHMA partnership to support mentoring programs (NHLA and White House Appointment programs) 4. Set National Benchmarks to monitor progress of the pipeline

18 Hispanic Workforce Diversity  Conclusion:  From Presidential Executive Order # 13583 “Our nation derives strength from the diversity of its population and from its commitment to equal opportunity for all. We are at our best when we draw on the talents of all parts of our society, and our greatest accomplishments are achieved when diverse perspectives are brought to bear to overcome our greatest challenges”

19 Hispanic Workforce Diversity  Infrastructure and Executive Order allow us the possibility to take a seat at the decision making table  Our responsibility: to focus on Policy that will supply HHS with Executive Physicians  Establishment of Pipeline will ultimately provide HHS with a sustainable supply of Hispanic leaders and the federal government
