6 Recommendations continued  Surveillance Teams must not be restricted to Crime Intelligence only  Laboratories to accommodate detectives  Financial audit capacity  First responder teams for violent and commercial crime incidents  Training on the use of the equipment to uplift fingerprints

7 Recommendations continued  Basic Training to include specific crime types eg. bank crimes  Drug/Blood testing kits should be made available for crime scene use  Analysts should be seconded to detectives to promote intelligence driven and proactive investigations

8 Recommendations continued  Use of cell phone triangulation devices on a wider scale as a tracing tool should be implemented. Each unit should have its own XRY cell phone downloading kit.  At least two first responders to address electronic crimes.  Enhance the partnership and offerings of the private sector via structured nodal points  Make use of external databases to source investigation related information

9 Recommendations continued  A website or portal for sharing of information amongst all investigators across the Police Service  A website for the public to access to provide information, similar to the FBI website  Crime scene management –utilise investigators from the respective corporate environments

10 Recommendations continued  Deal with bail investigation separate from the main investigation  Capacity must be built for CCTV footage analysis and facial recognition comparisons. Currently, the police struggle to open copies of CCTV footage provided to them as evidence  Electronic Management of Cases

11 Electronic Case Management  Senior Management can conduct electronic inspections.  Enhance linkages to cases and suspects  Fingerprints can be added to a electronic docket and can test against DHA and LCRC  Increase turnaround times  Effective paper trails

12 Electronic Case Management  Suspects easily flagged, alerting investigators to linkages  Alerts generated making use of specific fields  Electronic filing of dockets - no information goes missing.  Electronic serving of Sec 205 notices and electronic responses

13 Electronic Case Management  Provision of essential tools eg. Laptops/iPads, smart phones, 3G etc.  Utilisation of Social Media eg. Facebook, Twitter etc.

14 International Best Practice  International Detective Exchange Programmes  Australian Approach –ATM Attacks  UK Payments – Bank related crimes

15 Conclusion  Much needs to be done  Much can be done  Much will be done – dependent on political will and commitment by all.  Banking and CIT Industries commit to supporting the SAPS Thank you
