2 Illusion of Excellence  Ohio Achievement Assessments  Grading on a Curve: The Illusion of Excellence  Areas in grade levels needed only 34% -58% correct to be proficient! And now,  The Ohio State Board of Education recently voted to lower state assessment (PARCC) proficiency cut scores to lower than recommended for college and career readiness

4 Impact on Gifted Education  Decreases the effectiveness of the gifted performance indicator on school and district report cards  Gifted performance Index is based on low cut scores  Value-added (growth) measurement is questionable

9 Current Status: Draft September 2015 Removes all quality definitions and criteria for service. Removes caseload restrictions and direct contact time requirements for service. Removes all definitions of qualified gifted staff, including intervention specialists and gifted coordinators.
