CONSULT 21 Broadband and LLU Working Group BROADBAND AND LLU PRODUCTS - MIGRATION TO 21CN Ynyr Roberts BTW 16 th June 2005

LEGAL NOTICE "This presentation covers BT's current plans and intentions in relation to Broadband and LLU products migration to 21CN. These may be subject to change because detailed implementation depends on a number of factors such as supplier capability, regulatory requirements and final network design."

UPDATE Vendor selection for 21CN announced, but contracts yet to be signed 21CN network design yet to be finalised Whilst the above should not affect 21CN delivery dates, it does affect the dates when firm commercial proposals will be available for products delivered on 21CN Detailed consultation with Datastream customers is in progress – results to date indicate that the current plan for Datastream must be revised

DATASTREAM CONSULTATION PRINCIPAL CUSTOMER FEEDBACK Industry regards the role of ATM technology to be finite and not fit for purpose moving forward, but that legacy investments need protecting Preference for new upstream Ethernet based product with potential for increased flexibility and reduced cost Support for “bridged working” as well as PPPoE and PPPoA Customers would choose to migrate from Datastream to a new product on 21CN that offered a better fit with their requirements at a time that suits their business needs Recognition that certain Datastream features (e.g. CBR VPs) will not be reproduced on a simple Ethernet product on 21CN End user shifts must be at minimum cost and cause minimal outage

CUSTOMER REQUIREMENTS FOR “DATASTREAM REPLACEMENT” ON 21CN Sectors Consumer ISPs Business ISPs Aggregators Consumer ISPs require: Ability to create consumer propositions with control over bandwidth offered and contention or throughput. Ability to create both low bandwidth offers for simple internet and high bandwidth offers for Triple Play solutions inc VoD, Voice and Fast Internet plus possibly broadcast TV Business ISPs/Providers require : Low Contention, high throughput, guaranteed products End to end network control of dedicated network paths. SDSL and 2 Way QoS. Aggregators require: End to end network control of dedicated network paths. Ability to create IPstream look-alike products but to be able to differentiate. Lower infrastructure costs using Ethernet

DATASTREAM UPDATE NOTE Consultation process will be started on Datastream withdrawal and migration considerations. Datastream will continue to be delivered on legacy platform until product withdrawal process complete. Previous PositionExpect to Migrate Unchanged with Transfer Engineering Revised PositionWithdraw Datastream and replace with new Ethernet product on 21CN

Revised BT Position Note Service StructureWithdraw and replace with new product on 21CN Start consultation process for withdrawal of Datastream, to be replaced by a new Ethernet based product on 21CN. This follows detailed discussion with Industry. Datastream will be delivered on legacy network until withdrawal is complete. Physical Interfaces Will not change for existing product SP will see no change Customer Ordering Systems Customer Billing Systems Customer Repair Systems 21CN network upgrade will not change customer facing systems for existing product Some underlying BT systems will change as part of 21CN network migration but SPs will see no change. Work is ongoing to upgrade the systems to drive improved customer satisfaction. This is BAU activity which will be managed as normal. DATASTREAM - WITHDRAWAL

Revised BT Position Note Product PerformanceWill remain unchanged for existing product Continued consultation will take place with Datastream customers to seek consensus on the proposal to withdraw Datastream and launch a replacement product on 21CN Mass migrations to 21CN products No detailed information available on new products at this time therefore no mass migration plan available for existing DS customers Recognition that this information is urgently required by customers Pricing, Commercials and Documentation Expect to remain unchanged on legacy platform Any changes are subject to expected volumes and regulatory agreement DATASTREAM - WITHDRAWAL Note that the Plan for the new replacement product will be shown separately when further details are available

NEW PRODUCT UPDATE BTW will launch a new Broadband product on 21CN to replace Datastream Requirements for this new product are being captured in bilateral industry meetings Deadline of 4 weeks to close requirements capture process. Industry is invited to lead this process Details of launch plan and commercials for new product will be discussed in Consult 21 WG and regular ISP Fora Details of migration proposals will be discussed in Consult 21 Working Group as they are developed

Current BT Position Note Service StructureWill not changeGeneral note – The information in this table is valid according to current BT structures. When the Access Services Division is established, some points may be subject to review Physical Interfaces Will not changeDetailed list of LLU and Exchange based services portfolio has been examined. This does not include backhaul which is part of the Data portfolio Customer Ordering Systems Customer Billing Systems Customer Repair Systems 21CN network upgrade will not change customer facing systems Systems developments on LLU should be discussed within LLU Industry Group Some underlying BT systems will change as part of 21CN network migration but SPs will see no change. Work is ongoing to upgrade the systems to cope with increased volumes and drive improved customer satisfaction. This is BAU activity which will be managed as normal. Pricing, Commercials and Documentation Expect to remain unchanged Any changes are subject to expected volumes and regulatory agreement LLU ON 21CN – NO CHANGE

Current BT Position Note Service StructureWill not changeThe baseline position is the list of services available now and the list of planned enhancements in the February 2005 Broadband and LLU Roadmap Physical Interfaces Will not changeSP will see no change Customer Ordering Systems Customer Billing Systems Customer Repair Systems 21CN network upgrade will not change customer facing systems Some underlying BT systems will change as part of 21CN network migration but SPs will see no change. Work is ongoing to upgrade the systems to drive improved customer satisfaction. This is BAU activity which will be managed as normal. IPSTREAM ON 21CN – NO CHANGE

Current BT Position Note Service PerformanceExpect to remain unchanged. This can only be confirmed when new network platform is used to carry the service and end to end tests have been performed - expected early 2006 subject to successful ITT closure. Most IPstream services will be re- purposed for delivery on a new Ethernet platform. BT’s customers should be unaware of whether the service is delivered using the new or the old network. Some services will remain on the legacy network such as low end Centrals and some L2TP Centrals that rely on ATM and SDH functionality. These products will be withdrawn over time, to be replaced by new offerings on 21CN Mass migrations to 21CN No detailed information available mass migration at this time Recognition that this information is urgently required by customers Pricing, Commercials and Documentation Expect to remain unchanged Any changes are subject to expected volumes IPSTREAM ON 21CN

NEW BROADBAND PRODUCTS ON 21CN Update of proposals shared with ISP forum on 14 th June Any new Broadband products would sit alongside the existing IPstream and Datastream products if launched.

MSAN INTERCONNECT Industry have a requirement for converged PoHs at approximately 15% of MSAN sites. Converged PoHs should be capable of conveying a future bitstream product. BT have indicated that its current thinking is that this requirement could be met at Tier 1 MSANs At the MSAN Interconnect Working Group, it was agreed that the details of a future bitstream product requirement should be addressed by the BB & LLU Working Group before passing that requirement to the NGN Interconnect Working Group to address the architectural and interconnect aspects. Members from BB/LLU WG who are interested in MSAN Interconnect for data and Broadband should join the debate at the NGN WG
