4 4 For a complete list of roles and responsibilities please refer to the P25 Compliance Assessment Program (P25 CAP) Charter*; however, here is a reminder of some of the key roles:  The P25 CAP Governing Board (GB) represents the collective interests of organizations that procure P25 equipment. It establishes the policies of the P25 CAP, and assists the DHS OIC CAP program manager in the administration of the program.  Director of DHS OIC appoints all P25 CAP GB members with the exception of the P25 CAP laboratory program manager  OIC is responsible for posting all Summary Test Reports and Suppliers’ Declaration of Compliance documents Roles and Responsibilities * Existing 2008 Charter is expected to be updated after the re-establishment of the P25 CAP GB

5 The goal of restructuring is to further improve the efficiency and effectiveness of user input in the P25 process to:  Improve public safety user interface with P25 TIA/TR8 standards development  Improve the P25 CAP as a separate function from the P25 TIA/TR8 standards development P25 Compliance Assessment Program (P25 CAP) Restructuring 5

6 6 DHS OIC and DHS Office of Emergency Communications (OEC) awarded a Grant to the Association of Public Safety Communications Officials (APCO) to provide support to DHS OIC for the execution of P25 CAP activities  APCO recently announced they hired Steve Devine as the APCO Project Manager for this effort  DHS OIC & APCO are currently considering candidates for the re-launch of the P25 CAP Governing Board (GB) under the terms of the original P25 CAP Charter Association of Public Safety Communications Officials (APCO) Partnership

7 7 P25 CAP Programmatic Next Steps Testing Procedures:  OIC, with assistance from APCO, will coordinate with the P25 CAP GB to establish priorities for both new and revised test procedures  OIC will work with Department of Commerce (DOC) Public Safety Communications Research Program (PSCR), public safety, and industry to develop conformance testing procedures. Accreditation Services Transition:  OIC is currently working to transfer accreditation services from DOC/NIST PSCR to three participating accreditation bodies:  American Association for Laboratory Accreditation  ANSI-ASQ National Accreditation Board  International Accreditation New Zealand  DHS OIC expects to release a series of Compliance Assessment Bulletins (CABs) soon to establish transition policies for accreditation services  OIC will release these CABs for public comment

8 8  The current P25 CAP document repository is hosted on FEMA’s Lessons Learned Information Sharing (LLIS) web site  FEMA’s LLIS site has been down for maintenance since November 2014 and will shutdown completely by March 31, 2015  OIC will migrate all information to FirstResponder.gov prior to the shutdown  OIC can provide P25 CAP documentation (e.g., Summary Test Reports and Suppliers’ Declaration of Compliance) on a as requested basis for stakeholders Web site update

9 9 Web site update (cont’d) A dedicated P25 CAP area is accessible from the FirstResponder.gov home page Planned migration of all P25 CAP documentation is scheduled to be complete by the end of February
