RMASFAA 2012 SAP

SAP – a new beginning? (RMASFAA 2012) So, it’s been a year: what have you learned? Takeaways? Full Implementation?

SAP – a new beginning? (RMASFAA 2012) Why – Improve Efficiency – Improve Effectiveness – Protect Students – Better Consumerism – Inconsistent terminology, repeated use of probations, sequential probations – Let’s just get everyone on the same page

SAP – a new beginning? (RMASFAA 2012) Why – Automatic probationary periods 24 months without meeting SAP – Repetitive use of Warning, probation, amnesty: all meaning different but things but allowed continued eligibility – Not evaluating both components

SAP – a new beginning? (RMASFAA 2012) – July 1, 2011 – Cleaned up regulations – Main goal: make up current deficiencies – Interval between assessments Warnings vs. probation No restrictions to restrictions – Periodic Evaluations must reflect the progress necessary to complete the program within a maximum timeframe Pace defined – Appeal Approval Conditions – Tighten Up policy

SAP – a new beginning? (RMASFAA 2012) HEA (section 484) Regulation (668) Administrative Capability

SAP – a new beginning? (RMASFAA 2012)

The college’s financial aid problems started when workers didn’t require students to back up their reasons for appealing with paperwork proving they had a legitimate problem.

SAP – a new beginning? (RMASFAA 2012) Must be same or stricter than standards for non-title IV students in the same educational program – Schools or something stricter? – Global or by program? – Applied consistently among ‘categories of students FT, PT, UG, G, Programs – At least annually

SAP – a new beginning? (RMASFAA 2012) Qualitative – Grades – Other work projects – Standard or Graduated Quantitative – Time – Progress toward completion Max time frame

SAP – a new beginning? (RMASFAA 2012) Academic programs Longer than a Year – Must evaluate at least once per year – May evaluate each term Academic Programs Longer than 2 years – By end of 2 nd year…. “C” average Academic standing consistent with graduation Programs less than a year - incrementally

SAP – a new beginning? (RMASFAA 2012) Grades – Standard or graduated Time – PACE is the new buzz word – Student must progress to complete within max timeframe – PACE at each evaluation – Fixed amount of work each evaluation period – Percentage of work each evaluation period

SAP – a new beginning? (RMASFAA 2012) PACE If SAP review shows that the student, who maybe at 110%, cannot complete his/her program within 180 credits, all TIV aid must stop 180/120 = 67% Successfully completed / cumulative hours attempted

SAP – a new beginning? (RMASFAA 2012) Course Repeats – Grades: do an average, do both, do just the highest – Time: do all Transfer Credits – Time: if accepted for graduation – count them as attempted and completed Enrollment Status ?

SAP – a new beginning? (RMASFAA 2012) Appeals HEA prescribes situations Is it a PJ Requirements – Why failed – What has changed to allow completion next evaluation – must address the root problem so as to not set student up for failure

SAP – a new beginning? (RMASFAA 2012) Appeals Approved Appeals – Must notify – Can make up SAP standards by end of next payment period Denied Appeals – What must you do to re-establish eligibility #

SAP – a new beginning? (RMASFAA 2012) Warnings vs Probation

SAP – a new beginning? (RMASFAA 2012) Warning (flexibility) – Optional Institution MUST evaluate each payment period – Length 1 and only 1 payment period – Stipulations No appeal required – notification

SAP – a new beginning? (RMASFAA 2012) Probation – Optional Not: must appeal – Length 1 and only 1 payment period – Stipulations NO Warning Institutional determined (specific terms & conditions) – notification

SAP – a new beginning? (RMASFAA 2012)

Academic Plans If a student cannot meet sat prog standards after the subsequent payment period, you need a plan Institutionally developed – who? Reasonable expected to regain progress by???? ‘Fresh Start’ Milestones reached? What are you limiting? End of term evaluation?

SAP – a new beginning? (RMASFAA 2012) Policy (668.34) – Measurement standards – Appeal Process – Incompletes – Withdrawals – Non-credit remedial – Study Abroad – Notification(s) – pace

SAP – a new beginning? (RMASFAA 2012) PI QnA 1.Implementation time of July 1, 2011 2.Adopted terminology 3.Remedial courses 4.ESL 5.Changes in Majors 6.Non-accepted credits 7.Pace Requirements 8.Repeats 9.All students

SAP – a new beginning? (RMASFAA 2012) Notes 2.0 at the 2 nd AY is 4 semesters or 6 quarters; regardless of enrollment status. So it is not junior status Moving to flexibility of warning status and evaluation each payment period includes summer The max timeframe can be extended based on previous academic plans or approved appeals

SAP – a new beginning? (RMASFAA 2012) Evaluates each payment period Fall: 6/12 credits with 1.5 gpa Spring: warning with no appeal needed Spring: 6/12 credits with 1.5 gpa Summer: no enrollment Fall: appeal and could be on probation; student must be able to regain progress by end of fall; or need a academic plan

SAP – a new beginning? (RMASFAA 2012) Evaluates annually Fall: 6/12 credits with 1.5 gpa Spring: no action Spring: 6/12 credits with 1.5 gpa Summer: no enrollment Fall: appeal and could be on probation; student must be able to regain progress by end of fall; or need a academic plan
