6  Launched in 2010; Action Plan was developed in order to ensure that TVET is offered according to the needs of the country's labor market.  Action Plan aims to increase the employability of the labor force through enhanced cooperation and coordination between government ministries, government institutions, organizations, and agencies and private sector institutions. 7 Legal Arrangement enabling Organized Industrial Zones (OIZs) establish private TVET schools With a recent law arrangement dd. July 2012; OIZs are allowed to establish private TVET Upper Secondary Schools. 8 National Occupational Standart for Job and Career Counsellor Vocational Qualifications Authority Turkish Vocational Qualifications Authority (VQA) was founded with Law No. 5544 and dated 21 September 2006 with the objective of establishing and operating the National Qualifications System of Turkey in line with EU. One of the main duty of VQA is to develop National Occupational Standards (NOS) and National Qualifications. NOS is a document agreed by the business and education world and providing input to vocational education. How it works ? Development of the draft Occupational Standard and submission to the opinion of relevant parties and the public Submission of the draft OS to VQA Sector Committee and its review VQA Executive Board’s approval of the draft standard verified by VQA Sector Committee Publication of the Occupational Standard in the Official Gazette and adoption as National Occupational Standard (NOS) 7
