1 Iowa State Association of Counties Overview private, nonprofit corporation that was incorporated on October 8, 1964 Counties pay voluntary dues to belong to ISAC in return for a number of services. 15 statewide affiliates corresponding to each county office

2 Iowa State Association of Counties Mission, Purpose, Vision Mission effective and responsible county government for the people of Iowa Purpose secure and maintain cooperation among the counties and county officials, promote comprehensive study of local problems and find ways of solving them provide methods of interchange of ideas among various county officials promote and work for the enactment of legislation that is most beneficial to the citizens of Iowa Vision being the principal, authoritative source of representation, information and services for and about county government in Iowa

5 The Community Services Network (CSN) is a secure, web-based system originally designed by Iowa counties for Iowa counties. Since inception the system has grown to include regions and providers

6 CSN Project Mission The mission of CSN is to provide a robust suite of tools to efficiently manage client care as well as to provide financial managers with budget and projection tools.

7 CSN is continually evolving to meet the needs of the community while complying with federal and state laws pertaining to community services, developmental disabilities and mental health data. CSN Project Vision

8 Governance CSN is governed by the ETC Advisory Committee which is comprised of a minimum of: Three members that are members of the Iowa Community Services Association One member that is a member of the Iowa Counties Information Technology Organization One member that is a case manager in a county that is a member of Case Management & Mental Health Disability Services. One regional CEO

9 Funding CSN was originally funded by IowAccess, the Electronic Transaction Clearinghouse, and Legislative Appropriation funds. It is currently funded by a regional dues structure that is calculated on a base amount and a per capita fee. A future goal is to generate additional income from opening CSN up to more clientele opportunities across the state.

12 Coming Soon! Due to changing technology and business needs, the region CEOs have made the decision to invest in a redesign of CSN 3.0! The redesigned system will include: improvements; enhancements; and product features that will make CSN viable in the future to regions and other MHDS stakeholders MCO Integration The exchanging of data with MCO’s will be crucial in collecting information for a complete picture of the client Outcomes ICTS is working with the Iowa Association of Community Providers to implement a statewide outcomes initiative through the CSN Provider Portal
