1 Technical Standards NPR Presented to Technical Standards Working Group June 11, 2007

2 Current Status Current version dated January 2007 Must go into “Open Review System” for center comment this summer Issues –Functional responsibilities vs specific requirements Requirements can be keyed back to broader responsibilities –Treatment of Interim and Mandatory Standards –Relation of NASA (Agency) and Center Standards Center Standards should follow the same policies/procedures –Impact of “Technical Authority” evolution Some things can’t be settled yet –Adoption of external standards; only for mandatory? Kill the term or re-invent

3 Responsibilities Current : 1 Office of the Chief Engineer (OCE). The OCE shall: a. Manage and oversee the NASA Technical Standards Program. b. Submit NASA’s annual report on Voluntary Consensus Standard activities to the National Institute for Standards and Technology (NIST). c. Assess Agency compliance with the requirements in this directive. d. Maintain a list of Core Standards. e.Evaluate and approve or disapprove requests to process engineering-related Interim Agency Technical Standards. Approve Interim Agency Technical Standards for publication. Transition to NASA Technical Standards or inactivate Interim Standards within 1 year of approval. Proposed Office of the Chief Engineer (OCE). The OCE shall: a.Establish policy and procedures for the development, management and use of technical standards in NASA b.Provide capabilities to support the use of standards across NASA c.Develop and maintain technical standards for engineering d.Provide a focus for standards development activities within NASA and with external organizations

4 Responsibilities (continued) Current: 1.2 NASA Headquarters Offices. NASA Headquarters Offices that develop technical standards shall: a. Implement technical standards consistent with the requirements of this NPR to develop, review, approve, and maintain Agency Technical Standards. Approve Agency Technical Standards for publication. b. Approve standards as Core Standards. c. Approve the adoption of non-NASA technical standards. d. Provide input to the OCE for NASA’s annual report to NIST. e. Review periodically their compliance with this directive. Proposed a. Develop technical standards in Functional Areas for which they are responsible b. Support the development and approval of other NASA Standards c. Support

5 Responsibilities (continued) Current 1.3 Center Directors and the Jet Propulsion Laboratory (JPL) Director shall: a. Establish, document, and implement a process to develop, review, approve, and maintain Center Technical Standards when required to implement Agency-level standards or Center processes. b. As the Technical Authority: (1) Approve waivers for non-use of Core Standard requirements. (2) Approve tailoring of non-Core Standard requirements. (3) Evaluate and select technical standards for application on programs and projects. (4) Obtain authorization from the NASA Chief Engineer to process an Interim Agency Technical Standard. c. Support the Agency’s established processes for developing and reviewing Agency Technical Standards and reviewing standards proposed as Core Standards. d. Provide input to the OCE for NASA’s annual report to NIST. e.Review periodically their Center’s compliance with this directive. Proposed 1.3 Center Directors and the Jet Propulsion Laboratory (JPL) Director shall: a. Implement the policies and requirements of this NPR to develop, maintain and use both NASA and Center technical standards

6 Standards Developement Current Current: 2.1.2 Develop the Standard 2.1.2.1 NASA Headquarters Offices shall: a. Solicit participation by all NASA Centers in the development of the standard, with working group members provided by Centers having interest and expertise in the discipline area.. b. Obtain consensus from the working group prior to submitting the standard for Agency-wide review. Proposed 2.1.2 Development of NASA Technical Standards 2.1.2.1 NASA Technical Standards shall:: a.Clearly state the scope, applicability, and limitations of the standard b.Clearly identify requirements to be met by the user c.Be formatted according to the template found at http://... d.Reference existing documents to the maximum practical extent to avoid duplicationility e.Clearly identify the extent of applicability of all references 2.1.2.2 NASA Technical Standards shall be created through Technical Working groups that shall: : a. Be open to participation by all NASA Centers b. Include leading experts in formulation and review of requirements c. Strive to achieve consensus before providing a standard for broad NASA review etc.
