16  Technology by itself will not be an educational end point, but it will nonetheless become integral to the learning process, to the extent that teachers who lack technical competence will be at a disadvantage, schools that do not have access to new generation technologies will be unable to reach into the future, and students who have not been able to access new technologies may be forced to forfeit opportunities.
