1 Build a Better Broadview Rebuild Review Guidelines & Criteria April 30, 2012 prepared by - Liz Burgess & Claire Todd Broadview School Council 2011/12

2 Introduction At the April 11th BSC it was suggested that Broadview would need to follow ‘due process’ and an ARC review completed to be moved from a renovation to a rebuild It is our understanding that since amalgamation in 1998 there has not been any criteria or procedural guidelines developed for an OCDSB school to be classified as a rebuild Pre-amalgamation, the old Ottawa Board of Education prioritized rebuilds and deep renovations regularly - the last rebuild being Hopewell Public School in 1997. No rebuilds have been completed in the past 14 years Broadview was on the shortlist for a rebuild in 1988 and again in the early 90s - in our area alone Churchill, Hilson and Connaught were rebuilt We present the following for your consideration

3 Guidelines for an ARC Review In the province’s ‘Pupil Accommodation Review Guideline’ it clearly states that an ARC is NOT required where: “a replacement school is to be rebuilt, by the board on an existing site, or rebuilt or acquired within the existing school attendance boundaries, as identified through the board’s existing policies.” This is also echoed in the OCDSB Accommodation Studies Policy Given this information, an ARC is not the appropriate review required for a rebuild scenario

4 Rebuild Review We would like to recommend the following: 1. Broadview’s status be changed from a ‘Renovation to a Rebuild’ 2. That a review be initiated to determine the appropriate building size and configuration and to confirm Broadview’s boundaries 3. That the review be completed no later than November 2012 so that a time-sensitive decision can be made on how to implement FDK in the context of a rebuild 4. That the community be consulted throughout this process

5 Rebuild Criteria Superintendent Carson reminded the board that FCI is only one criteria to consider when looking at whether a school should be prioritized for a rebuild. When looking at whether Broadview should be rebuilt or renovated, we considered the following criteria. We propose that these criteria be considered for rebuilds moving forward. STRUCTURAL/BUILDING ENVELOPE Presence and prevalence of hazardous materials - abatement requirements and associated costs Suitability of building configuration (number of additions) and ability to manage co-existing systems Overall building condition - including the age and condition of building systems and structure (as per FCI) Accessibility - AODA compliance Availability of adequate indoor and outdoor recreational programming space Access to natural light; presence of sub-grade classrooms

6 Rebuild Criteria... STRUCTURAL/BUILDING ENVELOPE... Pending renovations or additions Air quality and circulation and temperature control issues Safety and security matters i.e. office visibility, ability to secure building Location, availability and condition of washroom facilities Ability of current school infrastructure to support portables High operating and routine maintenance costs

7 Rebuild Criteria... COMMUNITY/LEARNING CONSIDERATIONS School capacity to meet short, medium and long term needs taking into account demographic trends and densification in catchment area Availability of space to house students during reconstruction Percentage of students walking vs. busing to school Existence of high enrolment programming ex. EFI Demand for proven speciality programming ex. music, sports, gifted Ability to meet the pedagogical demands of the 21st century Community support for a rebuild

8 Conclusion Broadview meets all of these criteria and needs to be rebuilt We ask trustees to maintain their vote for a rebuild ensuring the most fiscally responsible plan for the school
