4 Who are in Juvenile Detention? Youth may be detained for the following reasons: an arrest for allegedly committing an offense, on a warrant, remanded from court, to serve a sentence, or as part of an order sanctioning the youth for violating the terms of probation, truant.

5 “Admittees” Juvenile Detention Calls them: Detained youth – never inmates or prisoners At Risk Youth warrants, Bench warrants, preadjudicated youth, youth corrections, probation. Non Offenders such as truants, at-risk youth, children in need of services.

6 Reasons for not testing Refusal Not sexually active Under 14 (needs parents permission) Not in facility long enough Sick or Hostile Experiencing “withdrawal symptoms”

Incarcerated long enough to give results and initiate therapy (Spokane) All youth receive who are booked are offered a STD urine test and medical assessment to determine if there is a need for immediate medical or mental health intervention. (SK) Medical staff are asked to grab urines on all kids as they come in ( Snohomish - 9%) All females who are in 2 wks get physical (TP

9 Performance measures - 2005 Snohomish 99/1130 = 9% - IPP Funded Spokane 49/438 = 11% - IPP Funded Tacoma Pierce 165/1039 =16% -IPP Funded Seattle-King 875/1118 =77% -Local Funds

10 King County Juvenile Mature System – over 10 years in operation Two STD clinicians One DIS staff 2005 – 1566 Males tested and 875 Females Flagging system for missed kids Separate from Detention Staff
