2 Latvian Qualifications Framework (from October 2010 to 15.05.2015) Latvian qualifications LQF / EQF level Doctoral studies8 Master’s studies (HE studies at least 5 years)7 Bachelor’s studies (HE studies at least 4 years)6 College education (2-3 years)5 General and vocational secondary education Vocational education (arodizglītība) 4 General and vocational basic education3 General basic education for students special needs 2 General basic education for students severe special needs 1

3 Implementation of 2 nd milestone Since 2013, HE Diploma Supplements should include LQF/EQF or EHEA-QF level By 1st January 2017, LQF levels should be included in vocational education diplomas and certificates General education – no discussions yet

4 Latvian professional qualifications levels and LQF levels 1. Level 1 – theoretical and practical training that prepares students for performing simple tasks in a certain area of practical activity (corresponds to the Latvian Qualifications Framework level 2) 2. Level 2 – theoretical and practical background that allows the holder to perform qualified work independently (corresponds to the Latvian Qualifications Framework level 3) 3. Level 3 – advanced theoretical and professional background which enables the holder to fulfil certain tasks, including planning and organising work (corresponds to the Latvian Qualifications Framework level 4) 4. Level 4 – theoretical and practical background that enables the holder to perform complicated tasks as well as to organise and manage others in their work (corresponds to the Latvian Qualifications Framework level 5) 5. Level 5 – the highest qualification of a specialist in a field that enables the holder to plan and perform research and scientific work in the field (corresponds to the Latvian Qualifications Framework level 6 and 7) (Vocational Education Law, Article 5, 15.05.2015)

5 Amendments to Education Law (18.06.2015) Include definition of Latvian Qualifications Framework Includes descriptions of LQF levels (more general than in the Cabinet Regulations of 2010) New Cabinet Regulations have to be elaborated to outline LQF in more detail by end of 2016
