7 CHIP & Medicaid Children’s Medicaid Children’s Medicaid provides health coverage for low- income children. The federal government sets minimum guidelines for Medicaid eligibility, but states can choose to expand coverage beyond the minimum threshold Children’s Health Insurance Program (CHIP) CHIP provides health coverage to nearly eight million children in families throughout the country, with incomes too high to qualify for Medicaid and can't afford private coverage. Signed into law in 1997, CHIP provides federal matching funds to states to provide this coverage 7

8 What is Florida KidCare? Florida KidCare is the state’s Children’s Health Insurance Program (CHIP) and Children’s Medicaid program for uninsured children under age 19 12-month continuous coverage Low-cost or free children’s health care coverage 8

10 Florida KidCare Eligibility Under age 19 No health insurance for last 60 days** Florida resident U.S. citizen or “qualified non-citizen” If income exceeds 200% FPL, families may qualify for Florida KidCare Full Pay option 10

11 Cost Most families pay only $15 or $20 for all children for coverage, depending on family size and income Full pay option may be available for families with a higher income There is no deductible There are minimal co-pays 11

12 Full Pay Option Families with income above 200% of the Federal Poverty Level are eligible for the full cost of the premium for each child Full pay option available for children from age 1 thru 18 New Full Pay Premiums Florida Healthy Kids Sunshine Stars Plus: :Ages 5-18 is $299 per month/per child with dental $284 per month/per child without dental Sunshine Stars: $220 per month per child with dental $205 per month per child without dental 12

14 New Florida KidCare Application Process o Based on eligibility criteria, such as income and age, the new Florida KidCare application: Moves individuals who are eligible to DCF and/or Federal Health Insurance Marketplace Completes a Medicaid Eligibility Check (MEC) Real-time Service Call to AHCA Replaces Nightly Batch Medicaid Match 14

15 Confidentiality Laws If you wish to advocate for your clients, you must use the FHKC release form Information can only be released to parent or guardian on the application State and Federal law A written authorization form is required for each child for access by third parties Authorization forms are valid for no more than one year Parents should be informed that this form is voluntary 15

23 Release of Information (ROI) A ROI form should be voluntarily completed by application parent or guardian One ROI must be properly completed and on file with Florida KidCare customer service for 48 hours prior to disclosure Each child needs to have a separate ROI Make sure the parent or guardian initials where indicated Signature is required 23

62 Eligibility Process All applications are: o Acknowledged by letter once received and if needed, a request for missing information is sent o Screened for Children’s Medicaid eligibility. If eligible, the child must enroll in Children’s Medicaid If referred to DCF, a referral letter for the family is mailed o If an applicant indicates their child has special health care needs they are screened for CMSN 62

63 Monthly Premium Payments 24 hours a day, 7 days a week Visa, MasterCard and Discover accepted Direct from checking or savings account Fee may be charged Internet & Telephone Mail a check or money order with payment coupon to Florida KidCare Write your family account number on check or money order Mail Opt-in to pay monthly premiums by text message Pay cash at a “Fidelity Express” location $2 service fee applies and can only process cash payments Text & Cash Payments Visit https://www.healthykids.org/pay/automated for all payment options. 63

64 Renewal Process For CHIP (MediKids, Florida Healthy Kids, CMSN): Enrollees must renew coverage every 12 months from date of enrollment For Medicaid: Renewal for coverage every 12 months from date of enrollment, however, Enrollees ages 5 to 19 must recertify coverage every 6 months from date of enrollment if family receives additional benefits Online account renewal and renewal forms are also available online at www.floridakidcare.org or http://www.myflorida.com/accessflorida/ 64

65 Renewal Non-renewal of coverage means the loss of health insurance benefits! 65

66 Application Tips It’s easier for families to apply online! Do not take responsibility for mailing applications Fax documents or provide the family with a stamp Do not keep and hold applications Enclosing the first month’s premium payment may result in earlier coverage However, applications are still processed with or without the payment Send only copies of original documents Make sure all documents are legible and the child’s name and application confirmation number are clearly indicated on each document 66

67 Additional Application Information Applications are valid for 120 days If not completed within 120 days, the applicant should contact 1-800-821-KIDS (5437) before completing a new application Remember to make a copy of the entire application package for the parents’ records before it is sent in The family can log in to review account information online at: http://www.healthykids.org/ 67

68 Provide Technical Assistance Follow up; provide families with options to solve their problems Empower them to find answers by calling the helpline Regarding status or existing account: 1-800-821-5434 Medicaid account issues: 1-800-352-5437 Three-way calls with parents to assist inquiries to hotline Provides a lot of added value when there are language issues You MUST have a completed release of information on file to obtain account information. 68

69 Application assistance is not just about completing a Florida KidCare application It’s important to ensure children are actually enrolled and utilizing their healthcare benefits Your follow-up could be the determining factor in a child's coverage “It’s that trusting personal relationship that makes it easier not just to help with applications but check in every so often and help navigate families through all the options. You can’t have a relationship without follow up.” –Children’s Defense Fund Remember! Family follow-up is important 69

70 Complete the tracking sheet before you complete the application Provide the family with their application information in an organized manner Create a system to track applications: Ask your family if they would like to complete and sign an ROI. Institute a set time after applications are complete to call families. Ensure families have checked that FKC has received their documentation Contact family within 3 weeks of application to check status of approval and ensure payment has been submitted Develop a system for follow up 70
