2  Must be at no cost to the government (10 U.S. Code Section 7545)  Typical removal/recovery costs are within budgeted disposal costs  Entire submarine cannot be donated due to security and classification restrictions  NAVSEA authorization required for structures such as sails or rudders  Removed only during recycling availability – typically 5-15 years after inactivation/decommissioning  NAVSEA works with the Naval History and Heritage Command (NHHC) to approve transfers  The Curator of the Navy has right of first refusal for items under consideration

3  NHHC is direct POC for non-structural artifacts such as awards/plaques, ship's bell, silverware, etc. – NAVSEA authorization not required  Requestor is responsible for shipping, transportation, site setup, and installation  Requesting organization must be non-profit or government entity  Requesting organization must have clear title to site or city/town approval in writing  Must include commitment to maintain item and site in condition befitting a memorial and US Navy  Site plan and proof of title must be submitted to NAVSEA for approval

4  Formal Initial Request to NAVSEA (PMS392)  NAVSEA Initial Approval  Requestor Letter of Intent with Site Plan  NAVSEA Approval as Donation or Loan  Other agreements related to hazardous material/ environmental concerns may be required

5  Typical transfer request is for a submarine’s sail and upper rudder  Transfer of other equipment is dependent on demilitarization and declassification requirements  Recent Transfers  BIRMINGHAM (SSN 695) Sail – Defense Logistics Agency, Columbus, OH  CINCINNATI (SSN 693) Sail/Rudder/Emergency Diesel Generator/Wardroom Table – Cincinnati Riverfront Park, Cincinnati, OH  OMAHA (SSN 692) Sail/Rudder – Freedom Park, Omaha, NE  DRUM (SSN 677) Sail – Naval Station Great Lakes, Great Lakes, IL  TRITON (SSN 586) Sail – Port of Benton, Richland, WA

7 SSN 688 Class Sail Example  Physical Description:  Length:26’ 3”  Height:17’  Weight: 120,000 lbs. (approx.)  Width:5’ 5” (excluding fairwater planes) 30’ (including fairwater planes)  Modifications for Shipping:  Cut into 3 pieces for transportation by lowboy trailers  2 pieces are 26’ X 10’ X 6’ (50K lbs and 42K lbs)  3 rd piece is 28’ X 11’ X 2 (28K lbs)
