USJFCOM Unclassified 1 Technology Transfer at Joint Forces Command Dr. Russell Richards Office of Research and Technology Applications September 2006

USJFCOM Unclassified 2 Technology Transfer Authority USJFCOM is one of 9 Combatant Commands USJFCOM’s major mission is “Transformation of the Military” Delegated technology transfer authority in March 2005 and stood up the ORTA in June. New authorities have resulted in significant improvements in our relationship with industry and academia We think our first year of operation was a real success – particularly with regard to CRADAs and industry engagement

USJFCOM Unclassified 3 Scope of Technology Transfer + Needs JFCOM Industry; Academia; State & Local Gov’ts; Service, National, and Other Labs Partners Jt Context/CONOPs Refine Capabilities Systems Integration Develop Prototypes Experimentation Evaluate Capabilities Doctrine & Training Value Added The Warfighter Capability Transition Inform Spin-On Spin-Off Determine what the warfighter needs; inform our partners; spin-on their technologies and capabilities; partner with them to make sure the capabilities meet the warfighter’s needs and transition capabilities to the warfighter

USJFCOM Unclassified 4 What Does ORTA Do at JFCOM? Determine Warfighter’s Needs –High priority capability areas Inform –Industry engagement, web site –Outreach, SBIR topics –Industry Symposium, Focused Forums Spin-On –Leverage industry and academia to support JFCOM’s mission –CRADAs, baseline assessments, technology scouting –SBIR, Personnel Exchange, Bailments, MOAs, CWID –Capability presentations Command Tech Transfer Coordination –T2 IPT, industry/academia engagement –Capability presentations, DDR&E investments (JWSTP) Baseline Assessments –Prototyping, experimentation support, nominations for limited acquisition authority (LAA), major program spin-on support) Spin-Off (Invention disclosures, patents, licenses) Transition

USJFCOM Unclassified 5 Process for Engaging with Industry JFCOM Focused Forums, Industry Symposium, Web Page, Announcements, Presentations, Engagement Industry/Academia “These are the problems that require your help.” “We have a potential solution.” Send email to tech.transfer@jfcom.mil Request Opportunity to Give Capability Presentation or Demo Abstract with Briefing or White Paper Tasker to Determine Interest “Who is interested in a capability presentation?” Hold capability presentation/demo; Discover promising capabilities “What is the capability? Who might be interested?”

USJFCOM Unclassified 8 Participated in SBIR program (through the Navy Solicitation) for the first time this year Submitted 5 topics Feb 06… 3 made cuts: –Secure Dynamic Configuration of Real-Time Networks, JPRA (7 proposals – 2 awards) –Automating the Production of Terrain Databases, J7 (11 proposals – 2 awards) –Next Generation Data Base Modeled on Human Neurological Processes, J2 (24 proposals – 3 awards) Our Plan: –Make multiple Phase I awards (2-3) per topic and compete the good ideas –Down select to one Phase II for each topic Expectation: 5-7 topics per year, resulting in 10-20 Phase I awards per year SBIR

USJFCOM Unclassified 9 Performance Metrics Using the traditional tech transfer metrics (patents, licenses, license fees, etc.), my report card looks pretty bad However, my command leadership is very pleased with what we have accomplished our first year –Support the mission of JFCOM –Improved relationships with industry and academia –Tremendous interest and contribution from CRADAs – estimated “in-kind services” from CRADA partners of millions of dollars –Our first foray into the SBIR program; 7 awards –Improved coordination across the command; information sharing and awareness; training –More externally focused; partner; spin on; leverage the work of others; share risks and resources; reduce redundancy –Too early to report now, but we think we will deliver capabilities to the warfighter faster, better, cheaper and at lower risk
