17 Office of Sponsored Projects & Industry Partnerships 17 Organizational Conflict of Interest RAPID Review Factor Question (if appears below the BAA Review Factor: If you answered yes to the BAA review factor above, you must complete this review factor also. Please indicate yes on this review factor if you (the PI), and/or anyone else at LBNL (to the best of your knowledge), helped prepare the SOW or Specs of the solicitation. Contract 31 Clause I.66 reads that LBNL cannot perform or participate in any capacity in any contract for which LBNL has prepared the SOW or specs for a competitive solicitation. The clause also prevents LBNL from incorporating its services or products in a SOW it prepares for a BAA without DOE Contracting Officer (CO) approval.

18 Office of Sponsored Projects & Industry Partnerships 18 Organizational Conflict of Interest Frequently Asked Questions This review factor only applies to proposals that are submitted in response to a competitive solicitation. The PI is expected to answer the question to the best of his/her ability, and is expected to know whether any of the key personnel on the proposal were involved in the preparation of the solicitation. The PI is not expected to specifically inquire about involvement beyond his/her immediate research group (but must answer yes if he/she happens to have knowledge of anyone at LBNL involved in the preparation).

19 Office of Sponsored Projects & Industry Partnerships 19 Organizational Conflict of Interest Frequently Asked Questions (continued) A positive answer to this review factor requires review and approval by the DOE Site Office before OSPIP can submit the proposal. For proposals with a positive answer to this review factor, OSPIP will forward the proposal to the DOE Site Office for review and approval.

20 Office of Sponsored Projects & Industry Partnerships 20 eSRA Update Phase 1: NIH proposal development for the system to system submission to Grants.gov The current Project Plan projects a Go-Live date of 4/15/2011 UAT #1 –Successful test on Smartform configuration & data entry Based on Tester’s comments, reorganized Smartform views to better support the SF424 Proposal mapping process. UAT #2 – Testing of Mapping and Validations is being conducted by a small team. Next Steps: UATs on Workspaces, Activities, Proposal Submission, and Training.
