Ballaman The 1999 Protocol on reduction of Acidification, Eutrophisation and ground-level Ozone Not only emission targets but also establish the way to achieve the national emission ceilings; 6 technical annexes containing emission limit values for stationary sources, fuels and mobile sources, as well as agricultural sources; Monitoring requirements on emissions levels, but also on air pollutants concentrations (EMEP); In CH the Air Pollution Control Ordinance of 1986 contained ELVs similar to the ELVs of the GP

Stronger monitoring requirements on emissions incl. IIR; air pollutant concentations and effects.

Ballaman Conclusions Review level 3 and IIR to document the emissions inventories crucial to check the data quality and the compliance of emission inventories with ceilings. Air quality monitoring can be applied to verify the emission long-term trends but not the absolute figures EMEP / GAW network and the national networks are complementary monitoring activities to further document the emissions inventories.
