3 3 Energy Star policies and actions – dena´s view German energy agency dena – brief description dena is shorthand for Deutsche Energie-Agentur GmbH was founded in 2000 designs and carries out programmes, projects and campaigns to improve energy efficiency and promote sustainble development of renewable sources of energy is owned by several German federal ministries and Kreditanstalt für Wiederaufbau (KfW) detailed information: www.deutsche-energie-agentur.de (in German)

4 4 Energy Star policies and actions – dena´s view dena´s role in Germany´s Energy Star activities dena is commissioned by the German federal ministry of economy and labour to provide information on the programme for users, retailers and manufacturers of the relevant equipment, e.g. detailed brochure on power management features (to be found in the web under www.thema-energie.de/energy-star) provide „technical“ assistance (e.g. for criteria revision procedure), be part of the German delegation in the ECESB, represent Germany in the technical working group of the ECESB.

5 5 Energy Star policies and actions – dena´s view Related dena activities dena is GEEA member dena is member of the EnR network (e.g. working group labelling) dena takes part in the activities related to the EU codes of conduct on external power suppies, digital TV services and broadband communication equipment dena organizes the nationwide campaign Initiative EnergieEffizienz promoting energy efficiency in the private sector (e.g. minimization of stand-by-losses)

6 6 Energy Star policies and actions – dena´s view dena´s view on the programme: current status In general: a voluntary label differentiating between energy efficient and less energy efficient devices is a useful tool to drive the market towards energy efficiency. Energy Star may act complimentary to EU eco design directive proposal defining minimum standards

7 7 Energy Star policies and actions – dena´s view dena´s view on the programme: current status But: currently the label does not differentiate between energy efficient and less energy efficient devices, since a major part of office equipment qualifies for the programme (cf. Austrian study on the market share of E* qualified equipment) Hence: if label is meant to differentiate between energy efficient and less energy efficient devices – i.e. act as an instrument to push the market towards „energy efficient“ as foreseen in the US-EU-treaty – quick criteria revision is needed for all product categories.

8 8 Energy Star policies and actions – dena´s view dena´s view on the programme: criteria revision Revised monitor criteria inclusion of on-mode power and elimination of grandfathering is welcomed 2nd tier criteria are o.k., but: delay until they come into force (January 2006) may be too long: it is not guaranteed that the revised criteria will single out particularly energy efficient devices when in force

9 9 Energy Star policies and actions – dena´s view Imaging equipment dena welcomes that the principles and guidelines for the setting of actual criteria values are developed in detail in a sort of „basic memorandum“ defining the criteria-setting procedure more detailed, in the future the criteria values may be tuned easily to the market development relying on the procedure worked out today dena´s view on the programme: criteria revision

10 10 Energy Star policies and actions – dena´s view dena´s view on the programme: criteria revision Imaging equipment (cont.) for the sake of consistency and sustainability the duty cycle approach should be applied for all categories include a definition of criteria-setting procedure, which possibly ensures that the label differentiates between efficient and less efficient devices now and in the future

Proposal for definition of criteria-setting procedure: fix criteria values such, that – when adopted – approximately 20 % of the models on the market may qualify limit the delay between criteria adoption and criteria coming into force to one year perform market research on a regular basis adjust the criteria values when 50 % of the models available on the market qualify modify „basic memorandum“ only, if basic principles are outdated

12 12 Energy Star policies and actions – dena´s view dena´s view on the programme: what should be improved the EU – member states and commission – should be involved in the criteria revision procedure at an early stage; so far, EU merely reacted and delivered comments criteria definition procedures should be defined in „fundamental memorandi“ in the spirit of EPA imaging equipment directional draft such that criteria values may be tuned quickly according to the market development

13 13 Energy Star policies and actions – dena´s view dena´s view on the programme: what should be improved (cont.) „burden sharing“ between EPA and EU conceiveable to speed up criteria revision process, but tighter cooperation between EU (commission) and EPA prerequisite (some) EU member states possibly would provide additional man power Would the EU commission agree to do the same ?

14 14 Energy Star policies and actions – dena´s view dena´s view on the programme: what should be improved What next ? it is too early to express the „final verdict“ on the Energy programme in the EU dena will continue to provide input for criteria revision procedures if imaging equipment criteria revision is successful (i.e. if the results satisfy the label´s basic goals) and the EU takes on a more active role in the programme, dena is in favour to continue the Energy Star in the EU
