Introduction to Hazard Communication An Employee Orientation & Training Course ?

Intro to Hazard Communication PREMISE: Employees have a need and a right to know the hazards and identities of the chemicals that they work with, and employees working with hazardous chemicals must be provided with the work procedures and equipment to prevent injury and illness.

Standard Overview u Also known as the “HazCom” or “Employee Right to Know” regulation u 29 CFR 1910.1200, 29 CFR 1926.59 u Applies to General Industry and Construction u Covers most chemicals u Concerned with both physical hazards and health hazards u Requires a written Hazard Communication program for regulated employers

Employer Responsibilities u Identify & locate hazardous materials u Inform employees of these materials u Train employees to be able to detect the presence or release of these materials u Train employees to use safe work practices, emergency procedures and personal protective equipment u Inform employees of the location of the facility’s written Hazard Communication program, MSDSs, labeling system, and how to use them

HazCom Process u Written Program Developed u Determination of Hazards - if any u Information prepared by chemical manufacturers and importers u Company determination, testing u Labels to be attached to containers u Material Safety Data Sheets (MSDSs) u For employee Right-To-Know u to accompany shipment u Employee Training u Information, MSDS, Program available to employees u How to use or access the information

Hazard Determination u Most chemical products used in the workplace u Materials with known physical or health hazards

Exemptions u Articles u Food, Drugs, Cosmetics u Consumer Products, office & school supplies u Wood & Lumber u Tobacco Products u Ionizing & non-ionizing radiation if only radiological u Biological hazards if only biological u Nuisance Particulates if no hazards u Hazardous Waste

Health Hazards of Hazardous Materials u Routes of entry into body u Inhalation u Ingestion u Absorption u Injection u Acute vs. chronic effects u Carcinogenic u Target Organ Affectors

u Explosive u Flammable u Caustic u Sudden Release of Pressure u Oxidizers Physical Hazards of Hazardous Materials

Labeling Requirements u In-plant containers of hazardous materials must be labeled, tagged, or marked with material identity and appropriate warning u Containers of transferred material, such as in-process containers, must also be labeled, unless they are used immediately u Labels are to contain an identifying name, a hazard warning, and frequently, precautionary measures u Never remove labels u Don’t mix chemicals that do not have labels
