2 Why A Bill?? Bills become Acts = Law sets an annual target for cuts in carbon dioxide emissions – three per cent every year requires annual reports on progress to Parliament holds Government to account if they fall behind

3 Big Ask – Big Actions Bill introduced to Parliament Launch it to the media Start campaigning Raise awareness of the Bill Lobby MPs Lobby local authorities

4 Why Three per cent per year?? 6 billion tonnes of carbon dioxide emitted

5 If we don’t we will emit an extra 4 billion tonnes 10 billion tonnes of carbon dioxide emitted

6 The Case Long-term targets have failed to deliver in the past. Emissions have gone up every year since 2002. Annual targets will ensure that every part of government does its bit to cut CO 2 New science suggests we need 90% cuts in CO 2 by 2050 to avert 2 degree rise in temperature and worst impacts!

7 Let’s get lobbying! We were asking MPs write to Tony Blair and David Milliband asking that our Climate Change Bill be included in the Queen’s Speech

8 By October 2006 Almost 100,000 people support The Big Ask. Many more lobby their MP Two thirds all MPs in parliament support it (408) Government said there will be a Bill in the Queen’s Speech.

10 Queens Speech November 15 th 2006 “My Government will publish a Bill on climate change as part of its policy to protect the environment, consistent with the need to secure long- term energy supplies”.
