3 Return to Contents Northern Cape Project Overview (1) Purpose: To consolidate the private sectors response to the HIV and AIDS in the Northern Cape Province To strengthen cooperation and collaboration between business, government and civil society, within the Northern Cape Province Goal: To strengthen the private sectors contribution to the goals and objectives contained in the NSP facilitating accountability through reporting Primary objectives: To establish the SABCOHA Northern Cape Branch To develop Northern Cape private sector strategy on HIV & AIDS To obtain endorsement of the 4 zeros To facilitate requirements for effective implementation To develop consensus on monitoring & reporting

4 Return to Contents Northern Cape Project Overview (2) Process & progress: Stakeholder consultation: 45 medium & larger companies/ operations/associations, 15 NGOs, 20 government leaders including the Premier, MECs, District Mayor’s and DoH officials consulted. 80 participants at private sector conference in November 2008 Information gathering: individual consultations, internet & survey conducted amongst 12/15 companies Leadership: national advisory committee, provincial steering committee, provincial working group Coalition establishment: governance protocol adopted. Election of the Board of Governors currently underway. Announcement to be made at business breakfast on 26 March 2009 in Kimberley. Strategy development: draft to be presented at the breakfast and released for public comment. Board tasked to adopt the final strategy in April 2009 Period: May 2008 – April 2009

5 Return to Contents Testing readiness (1) Northern Cape Private Sector Survey: Conducted a rapid telephonic survey amongst 12/15 companies To increase understanding of context, readiness & challenges prior to November conference Not audit of workplace programmes Each company individually profiled Underlying objective to mobilise information sharing Findings related to M&E: –>50% have access to VCT & Treatment data through outsourced service providers –Few companies consciously collect prevention data –Data not reported widely internally or externally –Prevailing perception: data systems meet internal requirements –Majority willing to share data

6 Return to Contents Testing readiness (2) Northern Cape Private Sector conference: Called on participants to sign a pledge by handprint on canvas committing to 5 key objectives related to the project M&E Conference outcomes: –Recognised the potential value of data monitoring –Acknowledged current frameworks and systems inadequate and require improvement –Obtained consensus on need for business to submit & aggregate data for reporting through a central mechanism –Participants undertook to promote participation from respective companies/operations/associations –Capacity and authorisation highlighted as challenges

7 Return to Contents Preliminary Data Monitoring Template (1) Developed core set of indicators for company level reporting Scope: workplace & permanent employees Structure: 4 sections –Company demographic data –Management of workplace programmes: 6 components & 21 indicators –Implementation of workplace programmes: 18 components & 76 indicators –Contact details and authorisation Workplace programme indicators by NSP priority area: –Prevention: 8 components & 41 indicators –Treatment, care & support: 4 components & 19 indicators –Research, monitoring & surveillance: 4 components & 10 indicators –Human rights & access to justice: 2 components & 6 indicators

8 Return to Contents Preliminary Data Monitoring Template (2) Certain indicators broken down into multiple data fields (e.g. male/female, sources of funding) Paper-based manual data template Agreed to pilot during April 2009 in Northern Cape to obtain a baseline as at end 2008 Aim to get 20 – 25 companies/operations to submit data Individual company data to be treated confidentially Recognised that only partial data will be reported Report consolidated for districts (provided confidentially not compromised) and province Experiences and findings can inform the development of a national private sector data set Northern Cape comprehensive data set and indicators needs to be linked to adopted strategy Level of reporting influenced by lead agency for implementation

9 Return to Contents Preliminary Data Monitoring Template (3) The longer the indicator period the less accurate the data Data monitoring template reported to: –increase understanding and expectations of workplace programmes –empower project managers and coordinators to improve implementation Additional messages: –Trust relationship is a prerequisite for data sharing –Facilitated access to clinical data is advantageous –Processes are required for prevention and treatment
