3 ADHERENCE TO INTERNATIONAL REGIMES  Supports UNSC Resolution 1540 to enhance domestic controls  Nuclear Non Proliferation Treaty (1976)  Biological Weapons Convention (1975)  Chemical Weapons Convention (1997)  Comprehensive Test Ban Treaty (2001)

4 ADHERENCE TO INTERNATIONAL REGIMES Challenges to nuclear proliferation  Singapore advocates the universalisation of IAEA’s Comprehensive Safeguards Agreement and the Additional Protocol

5 EXPORT CONTROLS: STRATEGIC GOODS (CONTROL) ACT Strategic Goods (Control) Act (SGCA) - since 1 Jan 2003 Regulate export, transhipment, transit, brokering & ITT Control list (from multilateral export control regimes, ~1/3)  munitions items, chemical precursors, biological toxins & agents, nuclear related dual-use items Catch-all (Weapons of Mass Destruction end-use)

6 EXPANSION OF SINGAPORE’S STRATEGIC GOODS (CONTROL) ACT  Remaining items in the 4 regimes  Australia Group  Nuclear Suppliers Group  Missile Technology Control Regime  Wassenaar Arrangement  Dual-use items including software & technology  With expansion, more than 1,000 new items will be added to the list

7 STRATEGIC GOODS (CONTROL) ACT: EXPANSION  Facilitate legitimate trade  faster turnaround time  less cumbersome documentation procedures at point of shipment  Self-complianc e  audits & periodic checks 1. Individual Permit 2. Bulk Permit (ICP) 3.General Licence (ICP) 3-Tier Licensing Regime NEW

8 EXPANSION OF SINGAPORE’S STRATEGIC GOODS (CONTROL) ACT Sep 06............ Dec 06 Jan 07 Dec 07 Jan 08.... New list takes effect  Industry consultations on detailed procedures and operational enhancements  Regulatory gazette, industry outreach on new list and licensing regime

9 OTHER EFFORTS & INITIATIVES  Useful means of plugging gaps in existing counter-proliferation system  In August 2005, Singapore hosted PSI Exercise Deep Sabre, a maritime interdiction exercise  In July 2006, Singapore hosted the PSI Operational Experts Group Meeting PROLIFERATION SECURITY INITIATIVE (PSI)

10 OTHER EFFORTS & INITIATIVES  First Asian port and second after Rotterdam to sign on to the CSI  Smooth implementation of CSI CONTAINER SECURITY INITIATIVE (CSI)

11 OTHER EFFORTS & INITIATIVES  New dimension to the war on terrorism. Singapore is strong advocate of TSCS.  Singapore’s TSCS initiative was endorsed by Leaders at 2005 APEC Economic Leaders Meeting in Busan. TOTAL SUPPLY CHAIN SECURITY (TSCS)

12 LOOKING FORWARD  Need to engage our regional neighbours on non- proliferation, including the tightening of export controls  Asia-Pacific region is home to many major transhipment ports & is vulnerable to exploitation  Proliferators will exploit weak nodes in the region to conduct their illicit activities. Thus, closer cooperation between countries in the region is essential
