 What is reviewed when evaluating a sign?  What is retroreflection?  Retroreflective standards for sign sheeting  Current method for reviewing the retroreflectivity of signs  How Keenline reviews the retroreflectivity of signs  How Keenline can assist  Questions? Keenline Innovation Technology & Training Inc.

 Location (intersection and Global Positioning System (GPS) co-ordinates)  Placement (height, setback, angle)  Condition of sign (deteriorating, bent, bullet holes, missing)  Condition of support (deteriorating, cracked, broken, missing)  Retroreflectivity ( 4 locations on every reflective surface, ratio between colours if applicable)  Text (lettering meets Ontario Traffic Manual (OTM) specifications) Keenline Innovation Technology & Training Inc.

 Retroreflection occurs when light is reflected back in the same direction as the source of the light.  For the use of roadway signs imperfect retroreflection or retroreflection in a cone shape is required to allow the driver to see the light coming back from the sign.  Sign sheeting achieves this by the use of glass beads or prismatic material. Keenline Innovation Technology & Training Inc.

 Minimum reflectance values have been set out for sign sheeting in ASTM Designation D 4956-07. Standard Specifications for Retroreflective Sheeting for Traffic Control. These specifications cover new and aged sign sheeting.  the MUTCD in the US adopted new minimum maintained retroreflective levels to be used on all roads open to public travel on January 22, 2008.  Keenline incorporated the MUTCD standards into the review of road signs as a best practise minimum. 6  Visual night inspection  OTM recommends :  Inspector be 50 years or older  Use low beam headlights  View from the distance that the sign can be read from and reacted to  Hand-held or vehicle-equipped sign retroreflectometer  Following specifications of ASTM Designation E 1709 – 08. Standard Test Method for Measurement of Retroreflective Signs Using a Portable Retroreflectometer at a 0.2 Degree Observation Angle Keenline Innovation Technology & Training Inc.

Sign that failed Distance 45m Retroreflection of 7 cd Sign that passed Distance 45m Retroreflection of 120 cd Keenline Innovation Technology & Training Inc.

 Roadvista 922 hand-held retroreflectometer. Keenline Innovation Technology & Training Inc.

All information gathered is recorded on a Sign Inspection sheet developed by Keenline that uses the guidelines set out in ASTM Designation E 1709 – 08. Standard Test Method for Measurement of Retroreflective Signs Using a Portable Retroreflectometer at a 0.2 Degree Observation Angle Keenline Innovation Technology & Training Inc.

 Customized Inspection Sheets  Information gathered can be used to create a sign inventory and aid in the development of a sign maintenance budget/asset management  Development of a sign inspection program that will meet the proposed revisions to the Minimum Maintenance Standards for Municipal Highways  Random checking of sign stock  Review newly assumed subdivisions for compliant signs Keenline Innovation Technology & Training Inc.
