4 Project Group Planning Working Package WP3 - Analysing the existing networks - Analyse the report “Towards a European Main Road Network” - Intention of CEDR SG TERN / Aim of the study Method/principle to merge the different existing international road networks on a functional basis – E-Road Network, TERN, TEM should in the long run be transferred into one unique international road network to be more effective Tool to monitor/verify and amend the functional network in the case – of the amendment of national master plans or – the extension of the network area Tool for determing and monitoring the prevailing function of each element of the network – as a basis for special ranking and funding the maintenance and con- struction of network elements

14 About 97 % of all links of the existing TERN and E-Road network (average for the complete network) fulfil at least one functional requirement as confirmed by the functional assessment, which means that the present definitions by the countries mostly meet the functional requirements as made operational in the model already. The roads which are both existing TERN and E-Road (length approx. 74,000 km) fit to a comparably higher extent (77%) the Major Network than the roads which are ‘TERN only’ (45%) or ‘E-Roads only’ (48%) which shows the special importance of the group ‘TERN and E-roads’ for the international road transport. 15 Beside these results and referring to the entire Study Network, the functional analysis of the network of each single European country also might be of interest. Substantial differences of the functional classification might occur in some countries according to the approaches carried out here. Reasons may be the imbalance of density, structure and classification of the network as well as the size and location of conurbations in different countries. However, the analysis of network density and population density shows a harmonised distribution of the network referring to the different countries. 16 Discussion of the method Advantages of the method – possibility of the implementation of a hierarchical structure/system of the TERN – definition of an international/large scale network of “one mould” – definition of an intermodal network for special functional requirements Critical aspects of the application and practical use of the model – the formalistic procedure hardly meets conventional views of network planning and construction – the acceptance of the results requires international/large scale interests/visions – the procedure seems to restrict political decisions and to neglect national peculiarities Project Group Planning Working Package WP3 - Analysing the existing networks - Analyse the report “Towards a European Main Road Network” -

17 The attempts undertaken to define a future Trans-European road network as a combination of the present TERN and the E-road network show that – in principle – logical functional and – from national points of view - useful coherent network structures can be achieved by the methodological approach developed here.
