2  Second fastest ratified UN Convention ever (after the CRC)  144 States parties  In Asia-Pacific: 21 countries  UNCAC Gap Analyses/Self-Assessments in 6 countries: Indonesia (2006), Bangladesh (2007), Afghanistan (2008) and Bhutan, Maldives and Mongolia (2010) Regional Centre in Bangkok

3  Provides an opportunity to make progress in the fight against corruption  Encourages a broad stakeholder discussion on anti-corruption reform  Prepares the country for the UNCAC Review Mechanism Regional Centre in Bangkok

4  Conference of States Parties in Doha (Qatar), 9-13 November 2009 (Sangsomsak BOUNPONE, Member, Central Control Committee & Thammavong THOUMMY, Deputy Chief of Cabinet)  Adopted the UNCAC Review Mechanism: 1) Self-assessment by the country (using the self- assessment checklist) 2) International review - 2 countries will review 1 country - Reviewing States (one from the same region) - Each State party will appoint up to 15 governmental experts - Reviewed State should designate focal point Regional Centre in Bangkok

5  Technical in nature – promotes constructive collaboration  Two review cycles: - 2010-2015: Chapters III (Criminalization and law enforcement) and IV (International Cooperation) - 2015-2020: Chapters II (Preventive measures) and V (Asset Recovery)  Countries will be drawn by lots in June 2010 to determine their order of passage under the UNCAC Review mechanism (35 countries in 2010) Regional Centre in Bangkok

6  Information gathering tool  Every Article of the UNCAC, including all substantive requirements for each article  Computer-based (available on UNODC website and on DVD)  Advantages: - Ensures comprehensive assessment - Results are comparable across countries and lessons can be learned - Generated automatically an UNCAC Self-Assessment Report Regional Centre in Bangkok

8  February 2008-January 2009: development of draft comprehensive checklist  February 2009: Secretariat invites all States parties and signatories to test draft checklist  March-June 2009: 37 States parties and signatories (incl. Thailand), test checklist and provide feedback  July-October 2009: feedback received from States incorporated  November 2009: comprehensive checklist presented and adopted by the Conference in Doha  January 2010: Entry into force of the UNCAC Self-Assessment Checklist Regional Centre in Bangkok

9 “The State party under review shall endeavour to prepare their responses to the comprehensive self assessment checklist through broad consultations at the national level with all relevant stakeholders, the private sector, individuals and groups outside the public sector.” COSP - November 2009 Regional Centre in Bangkok

10  UNDP and UNODC are developing a Guidance Note on Self-assessments  Key message: national ownership !  Key output: reform agenda  Key follow-up: new legislation, procedures, training, etc. i.e. capacity development with support from the government and development partners  Additional benefit: ready for the UNCAC Review Mechanism Regional Centre in Bangkok
