3 State of California Department of Alcohol and Drug Programs Develop and maintain a comprehensive statewide prevention system to prevent and reduce alcohol and other drug problems, and improve the health and safety of the citizens of California by: –Modifying social and economic norms, conditions, and adverse consequences resulting from ATOD availability, manufacturing, distribution, promotion, sales, and use. –Effectively addressing at-risk and underserved populations and their environments. 6 State of California Department of Alcohol and Drug Programs Overall Strategy Facilitate the development and implementation of high quality, effective and sustainable community prevention systems in counties and local communities throughout the State.

7 State of California Department of Alcohol and Drug Programs Community Prevention The design, implementation, and maintenance of comprehensive, integrated, inclusive, and culturally competent system of AOD prevention programs, services, policies, and initiatives to 1) build community assets and 2) reduce and manage the risks and problems attributable to and/or resulting from the availability and use of ATOD in a given community.
