2 Issues to be Addressed LGUs should have a solid grasp of the national government agenda and its relationship to local governance; LGUs need to build-up the competitiveness and economic capacity of their local area to improve its economic future; LGUs need to enhance its capacity for climate adaptability and disaster resiliency Local economic development strategy should be an integral part of the broader strategic planning process that promotes sustainable inclusive growth in the local communities

3 Program Objective The NEO Program aims to capacitate the elected officials of 2013, both newly minted and veterans of their positions, to be able to translate their own vision and agenda for their LGU into a feasible plan that they can implement over the course of their term.

5 Component I: REINVENTING PUBLIC SERVICE: A GUIDE TO ACTION A.Turnover A venue which aims to assist incoming local officials to ensure smooth transition in their respective LGUs A transition team at the LGU will be created to organize data, prepare transition documents, develop briefing schedules to facilitate smooth transition in the LGU operations. DILG shall facilitate transition proceeding Time Frame: June – Sept., 2013

6 Component I: Reinventing Public Service: A Guide to Action Provides a foundation that will help local officials to understand and think critically about the organizational, political, and constitutional environment of public service especially that in local governments. It is divided in to three (3) main parts: B.Jumpstarting Local Governance Social Contract] 1 st 100 Days Agenda ELA/CapDev Agenda C.Peer to Peer Learning Leadership Development Agenda

7 Jumpstarting Local Governance 101 Orientation Seminar designed for NEWLY-MINTED local officials; It has two (2) major modules; a) Basic Orientation and; b) LGU Guide to Action It will be delivered through Webinar Series This will be co-managed by the Academy and the LGRRCs Time Frame: June - July, 2013

8 Peer to Peer Learning A venue where newly minted officials to be groomed as development managers and empowered world class leaders. It is a peer-based sharing of realistic, practical and innovative ways of doing their jobs. This gives newly minted officials opportunity to interface with more seasoned colleagues It will reinforce the previous sessions delivered during the Jumpstarting Local Governance Spearheaded by the leagues of local governments, legislative leagues and the executives Time Frame: June – Sept., 2013

9 Component II. Looking Forward to Better Governance This is a straightforward presentation of the state of local governance, state of development and financial capacity of their respective LGUs as a result of an assessment through the LGPMS and other assessment tools. This shall likewise include a discussion of LGUs on the challenges confronted by the local community in terms of governance, climate change and disaster resiliency, competitiveness and social protection A venue to prepare the LGUs Executive- Legislative Agenda and a Competency Based CapDev Agenda One to one and on-site management of DILG with individual LGUs. Time Frame: October – December 2013

10 Component III. SPECIALIZED PROGRAMS This part would provide for the training and capacity development interventions mapped out from the LGUs Capacity Development Agenda that is Competency Based It is market – driven phase of the program where LGUs match their requirements with the existing capacity development services and training packages available. It also allows LGUs to negotiate and work in partnership with Local Resource Institutions, NGAs, NGOs and CSOs in the delivery of capacity development services. Time Frame: June 2013

11 Component IV. ENHANCING LGU PERFORMANCE The Department will embark on performance management as a mechanism to monitor and evaluate governance at the local level. This component will be composed of LGU Profiling Audits and the conferment of incentives and awards in the form of Seals of the Department. The metric-centered approach of evaluation and recognition of LGUs, aims to standardize and instill a more disciplined approach in encouraging increased LGU performance. Time Frame: 2014 onwards

18  A web conferencing service that would allow newly-elected officials to participate in learning events under the NEO Program  It offers information of text-based messages, voice and video chat to be shared to multiple participants simultaneously, across geographical dispersed locations. 19  To design and develop a new set of learning materials to enhance competencies of newly-elected officials on local governance and nation building  Participants will be able to: Appreciate the need and value of life long learning; Cultivate an innovation-driven mindset and the habit of inquiring to seek knowledge; Acquire the essential skills and tools needed for self- learning; and Foster a “bayanihan” culture of community-learning.
