2 A. Rules, Qualifications and Powers 1. Congress is divided into two houses: The House of Representatives and the Senate. 2. Article I provides the qualifications and rules for all members of Congress 3. Congress has the power to impeach (put on trial) the President 4. Article I, section 8 lists powers of Congress 5. The Necessary and Proper clause (18) is often called the “elastic clause”

3 B. How a bill becomes a law 1. The most important power of Congress is the ability to make laws 2. Bills (proposed laws) are introduced in Congress. If both houses vote to pass the bill, it is sent to the President 3. The President can then sign it into law or veto (reject) the bill 4. Congress has the power to override a veto: If a 2/3 majority votes for the bill, it becomes a law without the President’s signature
