3 3 TITLE I REQUIREMENTS Which schools are eligible to have a schoolwide Title I program? Schools with 40% or more students eligible for F&R lunch. Intent of Title I schoolwide program is to improve education for all students in the school. Title I supplements, not supplants the regular program. Title I requires schools to write a comprehensive schoolwide plan.

4 4 THE SCIP and Schoolwide Title I The SCIP serves as your schoolwide Title I Plan therefore: The 10 components of a schoolwide plan must be included in your SCIP.

5 5 Title I Ten Elements of A Schoolwide Program (handout) 1. Comprehensive needs assessment. 2. Schoolwide reform strategies based on scientific research. 3. Instruction by highly qualified staff. 4. Ongoing professional development. 5. Strategies to attract highly qualified staff.

7 7 Identification of SCIP Areas Each of the 10 components are addressed in different sections of the SCIP. Comprehensive Needs Assessment – Data review and conclusions. Research Based Reform Strategies – Initiatives with research cited which supports that strategy.

Supplement not supplant Inventories for equipment Correct budget code (6430 vs. 6555) Consultants and contracts Food Transportation Child Care Parent Involvement Orders over $1,000 and computer orders must be done on iProcurement.

13 13 Parent Involvement Update or create Parent Involvement Plan Use the checklist showing what should be covered in the plan. Plan for dissemination of the plan and explain in your parent involvement plan. Involve parents and document those meetings. Update or create Parent Compact Involve parents and document those meetings.

14 14 Parent Involvement Evaluation Each year, Title I schools are required to evaluate their efforts in helping parents to become involved in their child’s education. Parent evaluation is due on May 1, 2009

15 15 Schools not making AYP Be sure to address these specifics: 10% set-aside for professional development. SCIP should reflect the professional development that will occur to address the areas not making AYP. (sub-group specific) Expected that part of your set-aside PD funds will be used to hire a minimum of ½ time coach (Reading or Math) to SUPPLEMENT (in addition to) the coach that is required as part of the KEY ELEMENTS.

16 16 Special Emphasis! All Schools! Be explicit in your SCIP on how you will address the needs of the students who have not made AYP. Extended learning time (mention sub-groups). How will you encourage participation? Effective, timely additional assistance (mention sub-groups) What extra steps will you take to meet the needs of students not making AYP, especially those students from sub-groups in which you have not made progress as a school.

17 17 Budget and Budget Narrative A copy of the budget worksheet should be submitted with the other components of the Title I Schoolwide Plan The Budget Narrative replaces the Spring projected Staff Roster Please ensure that all relevant staff information is included in the narrative – name, employee ID number, title/position, FTE status

18 18 Budget Narrative Should cover the budgeted items broadly – i.e. food for planned parent involvement events throughout the year is sufficient Be sure your budget is reflected in the SCIP, especially if you are using Title I to fund positions such as: counselor, nurse, etc…

19 19 CERTIFICATION It is an affirmation that the principal certifies that he or she has reviewed all of the materials being submitted and approves their submission at this time. SCIP was developed in consultation with staff, parents, et. Al. Parent plan and compact were developed/revised in consultation with parents, staff, et. Al.

20 20 SCIP SUBMISSION PROCESS Submit to Title I Office by May 1, 2009: SCIP Certification Cover Sheet SIGNED AND DATED Paper copy of the 2009-10 SCIP (Includes Assurances) Paper copy of Budget and Budget Narrative Documentation of parent/staff involvement in planning of SCIP (agendas, meeting sign-in sheets) Updated copy of the Parent Involvement Guidelines and Parent Compact. See Certification Sheet

21 21 ADVICE to All Schools! Use the Title I evaluation rubric as a final check to determine if you have sufficiently covered all aspects of the NCLB requirements for Schoolwide programs. Use the check sheet for evaluation of your Parent Involvement Plan. Review the certification sheet, sign and place on top of all documents submitted to the Office of Funded Programs.
