2 PROBLEMS Mexico did not recognize Texas’s independence Financial issues – debts from Texas Revolution and no money to repay them Native Texans – ready to fight against new settlers

3 SAM HOUSTON Cautious – wanted to prevent another war with Mexico and Native Texans Limited spending Wanted annexation to the U.S. – wanted them to solve the problems of Texas Cabinet – a council that advises the chief executive

4 David Burnet – makes Columbia the capital Too isolated Houston – named in his honor Congress and Houston accepted Remained Capital through Houston’s first administration CAPITAL

7 ANNEXATION Many Texans were from the U.S. – culture very similar Adding Texas would allow for Western expansion – thought U.S. would be eager for them to join Slavery kept them out
