2 2 What we do Concordat: coordinating healthcare inspection by other regulatory bodies Investigating serious service failures Considering complaints that NHS trusts have not resolved Regulating the independent sector through licensing and annual inspections Giving NHS trusts annual ratings Assessing healthcare and public health services in the NHS and independent sectors 2

3 3 Measuring what matters to patients and the public is care safe and clinically effective? are services accessible and patient focused? is public money used efficiently and effectively? is action being taken to improve and protect the health of local people and to tackle inequalities? 3

4 4 How we work A key part of the way we work is to ensure that the views of patients and the public are taken into account. Therefore an important part of our work is listening to the views of these local groups and explaining their important role in the overall assessment of healthcare services in their area. Our assessments will take account of local circumstances and ensure that our regulatory activities are proportional and targeted. Through our regional network we coordinate our activities, both internally and with other regulators, to reduce the burden of inspection.

5 5 What we do in the regions Inspect the quality of healthcare and respond to service failures build local knowledge of providers understand local needs and concerns of patients and the public coordinate our work with other regulators set local context share learning and best practice 5

6 6 Principles of the annual health check Assessments that are relevant to patients, public and providers Fair judgements, reported clearly to each of our audiences Assessments provide fair judgements Build on an organisation’s own responsibility using self assessment where appropriate The Concordat partnership with other agencies inspecting, regulating and auditing healthcare Intelligent use of a wide range of existing sources of information Targeted inspections using a risk based system 6

7 7 What do trusts get? We give trusts a score on each part of the annual health check We bring these together into two scores on a scale of weak to excellent: - one for use of resources -one for quality The results will be published in October 2006 7

8 8 The annual performance rating for 2006/2007 and beyond We are now consulting on how we are going to develop the annual health check in 2006/2007 Key drivers: Continued rigour on financial management Driving improvement in quality, for example through the assessment of developmental standards Addressing what matters to patients 8

9 9 Main objectives Protection of vulnerable people Ensure a value for money health service Reasonable, proportionate and fair approach to regulation Learning from experiences to date Joint working to monitor all aspects of health/social care in the future Any questions?
