11 Future of Bold Alligator
Vision: “The Premier Naval Amphibious Exercise” Overall Focus: Enhance / Improve USN-USMC integration Develop & Identify gaps in Doctrine / TTPs Identify gaps or shortfalls in capabilities & capacity at strategic, operational and tactical levels Training Audience is primarily the MEB / ESG at operator level Integration of Experimentation without impacting training Possible Areas for Expansions: Widen the aperture / coverage to include a full Component Staff or to a JTF (certification) Include more Coalition, expand beyond NATO, or possibly expand to the Pacific? Greater A2AD challenges ESG and/or MEB Certification Greater Inter-Agency involvement Greater Sea-Basing focus Scenario to include Forcible Entry, or HA/DR posture, or both simultaneously Wider spectrum of MPF Operations Strait reopening, port seizure, offload MPF, defend gains Increase allocation challenges with established forces in theater at the tactical and operational levels “Off ramp” for new joint experiments based upon lessons learned from previous BA events Considerations to Maintain Throughout the Process: Need to get the attention of the COCOMs Sharpen a unique capability that only we possess Keep it relevant and credible to the MEB level in current scenarios Aggregation of dispersed forces (USN / USMC / Joint / Coalition / IA)

12 BA13 CDC Objectives Review BA11 and BA12 assessments and lessons identified Review and refine draft BA13 Initiating Directive and Exercise Directive Identify preliminary external support requirements Assets, facilities, SME augmentation, staffs Identify desired joint and coalition participants Identify key processes, syndicates and leads Determine level, scope and potential experiment integration Establish MSEL structure to include identifying MSEL manager Review and refine exercise planning schedule timeline Determine key issues for resolution and way ahead

13 BA13 CDC Outcomes Proposed Initiating Directive forwarded to OSEs for approval Concurrence on OCE Exercise Directive content Initial identification of BA13 supporting requirements Facilities, Commands, SME Augmentation, desired participant commands OPRs for key processes Identify desired participants BA13 POA&M Calendar of events Defined deadlines for products with assigned OPRs BA13 POC list

14 BA11 Review EXCON / Synthetic Tactical
METOC include significant wave heights Fleet System Engineering Team (FSET) support – overtime Overlays / 4W grids installed at supporting sites Blue-Green Sim cross-talk (Blue controlling Green asserts / vice versa) Consistency in Intel reporting and scenario play (increase Intel play) Lack of targets for NSFS H&AHQ fidelity, CA/CMO manning and integration Tactical TLAM control in SACC AOA altitude CATSKILL(CCO) integration into CWC Load Planning proficiency and common load plan distribution Exercise LCAC crew day limitations

15 BA11 Review Scenario play Start ATO prior to START-EX
Medical planners / medical scenario desires Include Emergency Tango in warm-start Increase IO / Cryptology play (Global Augmentation Policy limitations) Advance Force play Include MIW play Include JLOTS capabilities/assets 24 hour play for landing operations Better training in actual control and SA of landing

BA12 Review: Highlights from the 27 Feb 2012 EX BA-12 Waterfront Symposium (Initial Observations) LtCol Erin Zellers Deputy, EWCT-N

17 Exercise Design Full Staffing vs. Response Cell (CFMCC, CFACC, etc.)
Response Cell plan was insufficient to meet training audience demand Mixture of live / virtual / constructive / in-scenario / ex-scenario led to confusion Blue-on-Blue between NITZE and USMC AV-8B Blue synthetic surface tracks merged with live tracks KEARSARGE had synthetic V-22s in-scenario but live AV-8s ex-scenario Participants forced to manage in-scenario and ex- scenario operations to support unit level training and certification

18 CSG / ESG / MEB Integration
Effective Unity of Command ESG & MEB coordination (supported/supporting relationship) Transitions (ARG/MEU to ESG/MEB) Orders promulgated via briefs in lieu of operational orders ESG/MEB OPORD not released in message format VTC and chat not available for all participating units (USNS PEARY, FS MISTRAL) ESG/MEB Staff challenges: ESG Staff shift from Napoleonic codes to FOPS/COPS (not structured for enduring operations) MEB Staff unfamiliar with CWC construct Integration of FOPS/COPS improved throughout exercise

19 ESG / MEB Training Naval forces participating in BA-12 were at varying stages of readiness (basic to advanced) which impacted exercise execution No existing ESG FRTP, MEB pre-deployment training plan, or integrated Naval training Existing staff training not integrated Additional training required to fully integrate staffs Validated necessity for Intermediate & Advanced Amphibious Staff Planning Courses (under development with MSTP and EWTGs)

20 ESG Manning ESG Staff not manned to support BA-12 level operations
22+ augments and LNOs required to accomplish mission, not including TACRON & DESRON Staffs Key personnel collaterally stood watch; detracted from primary duties (IWC standing watch during CWC responsibilities) Planning cells and N3/5 staff functional areas not sufficiently manned to meet FOPS/COPS requirements Recommend review of ROC / POE to assess operational / non-operational manning requirements

21 Amphibious Warfare Commander
Roles, responsibilities, and authorities of AMWC not clearly defined AMWC not located with CATF / CLF; presented communication & coordination challenges Limited situational awareness of ship-to-shore movement via air Limited visibility of Advanced Force Operations (Beach Masters) Some mitigation through VTCs, VoSIP and chat rooms AMWC CWC construct requires further concept development, experimentation, and validation

22 USMC Expeditionary Warfare
Land based expectations (OIF / OEF) may not be expeditionary or sustainable from the sea Determine current land based capabilities relevant to amphibious operations and associated acceptable risk “Golden Hour” adherence (casualty to a LVL III Facility) Multiple collaboration / tracking systems (C2, AADS, EPLRS, AN/PRC-117G, BFT) Heavily armored vehicles WRT Force Protection Precise Munitions / Collateral damage criteria

23 Information Sharing / Knowledge Management
Information sharing awareness was constrained by multiple sharing venues and access (SIPR CAS, CENTRIXs CAS, USMC Portal, USN vs. USMC servers) KM and sharing of pertinent exercise information on CENTRIXs and SIPR was unequal Extensive use of LNOs Coalition LNOs were effectively utilized by the ESG / MEB Initially lacked ESG Navy LNO on FS MISTRAL Foreign disclosure requirements must be addressed early in the planning cycle and throughout exercise OPTASK releasability precluded information sharing (e.g., ASUW, ASW , AAW, Communications) Lacked FDO capacity

24 Amphibious Lift BA-12 (live forces) did not exercise amphibious lift requirement of an ESG / MEB Maintenance, support, and supplies embarked were not representative of MEB requirements (duration of exercise) USMC table of equipment (T/E) continues to increase space and weight requirements MV-22 footprint 33% larger than CH-46 F-35 footprint 15% larger than an AV-8B Additional space and support requirements for a MEB were not taken into consideration for BA-12

25 LHD Class Ship Lacked sufficient tactical and operational level command center C5I systems, planning spaces, and displays to support combined ESG / MEB Staffs & CWCs Recommend identifying MEB / ESG staff requirements early in planning cycle Review existing spaces for potential changes to existing areas (i.e. LFOC, TFCC, SACC, etc.)
