4 About Eurodoc Arose out of the need of national organisations to cooperate and give young researchers a voice at the European level Founded in 2002 in Girona, Spain Federation of 34 national organizations in 33 countries + 1 observer organization + individual observers from 3 countries Board Secretariat Council / General Meeting Workgroups Members Observers Individual Observers Individual Observers

7 Eurodoc‘s objectives (1) To represent doctoral candidates and junior researchers at the European level in matters of education, research, and professional development of their careers. To advance the quality of doctoral programmes and the standards of research activity in Europe To take part in debates and assist in the elaboration of policies about Higher Education and Research in Europe.

8 Eurodoc‘s Objectives (2) To promote the circulation of information on issues regarding young researchers, organize events on issues regarding young researchers To establish and promote co-operation between national associations representing doctoral candidates and junior researchers within Europe To support the creation of organizations aiming at national representations of young reserachers in countries where such representation does not exist

9 Providing the link… EHEA ERA Doctoral candidates constitute the link between EHEA and ERA DOCTORAL PROGRAMMES

10 EHEA- ERA establishment EHEA Incepted in 1999 by the launch of the Bologna Process signed by Ministers of Higher Education, Achieved in 2010 ERA Incepted in 2000 by the European Commission, is going to be achieved in 2020?

11 EHEA-ERA scope of activities EHEA embraces 47 countries out of 49 which ratified the European Cultural Convention of the Council of Europe ERA embraces the 27 countries of the European Union

12 EHEA -ERA EHEA Resolutions of the Bologna Process for the creation of EHEA are mandatory to 47 countries who ratified the Bologna Process ERA documents of the European Commission on the creation of ERA are rather recommendations and not binding documents for 27 EC countries

13 EHEA -ERA EHEA Every 2 years Ministerial Meetings of the Ministers of the Higher Education of the countries of the Bologna Process take place which result in Communiqué that are binding for the implementation by national governments. Implementation is “supervised” by the BFUG ERA No meetings of Ministers of Education and Research are held for the creation of ERA

14 EHEA- ERA target group Doctoral candidates in Europe Lack of clear status in Europe with variety of paths leading to a doctorate through doctoral studies or/and individual research paths

15 EHEA- ERA target group EHEA is addressed to participants in 3 rd cycle of the Bologna Process who are considered both students and early stage researchers ERA is addressed to the whole population of doctoral candidates - doctoral students, Phd students, doctoral researchers, Phd candidates, research assistants thus doctoral candidates studying and working both in academia and research /industry sector who are considered researchers

16 Status of doctoral candidates in Europe At European Ministers’ Conference in Berlin (2003) the doctoral level was incorporated into the Bologna Process as the third cycle Bergen Communiqué of May 2005 “Participants in third cycle programs are considered both, students and early stage researchers“. Overregulation should be avoided

17 Providing the link… “All researchers engaged in a research career should be recognized as professionals and be treated accordingly. This should commence at the beginning of their careers, namely at postgraduate level, and should include all levels, regardless of their classification at national level.” EC, DG Research, The European Charter for Researchers & The Code of Conduct for the Recruitment of Researchers, 2005

19 The main issues Introduction of clear status for doctoral candidates in Europe Doctoral programmes as a last stage of higher education or a first stage of research path?

20 Doctoral programmes should attempt to : Define a mission or vision shared by all partners that facilitates the process of turning doctoral candidates into excellent researchers Provide a clear administrative structure for doctoral programmes, candidates and supervisors, and offer a clear status for doctoral candidates Ensure critical mass and help to overcome the isolation of young researchers Provide teaching and transferable skills training Enhance opportunities for mobility, international collaboration and inter-institutional cooperation

21 Towards what? To prepare early stage researchers, who are the workforce of today’s research institutions, To become the academics, top managers, wise policy makers and business leaders of tomorrow knowledge-based society
