2 The Strategy of developing public procurement in the Kyrgyz Republic (approved by the Government of KR on September 27, 2012, #661) Main sections of the Strategy: 1.Improvement of the normative-legal base in the area of public procurement; 2.Introduction of a single system for conducting electronic procurement; 2.Capacity development of the Authorized Agency on Public Procurement, procuring organizations, and suppliers (subcontractors). 3 A draft of the new Law “On Public Procurement” has been developed with involvement of specialists from various ministries and agencies, NGOs, the business community, as well as consultants from the World Bank, European Bank for Reconstruction and Development, UNCITRAL. The government of KR has developed and approved the “Provision on the rules for conducting electronic public procurement and electronic reverse auction”; a “Standard Instruction for Evaluation of Tender Applications” is currently under development in connection with this Provision. 1.Improvement of the normative-legal base in the area of public procurement

5 INTRODUCTION OF A SYSTEM OF ELECTRONIC PUBLIC PROCUREMENT IN THE KYRGYZ REPUBLIC Since 2010, work has been conducted on transferring all procuring organizations to electronic resources, such as the Public Procurement Website 2.Introduction of a single system for conducting electronic procurement;

8 As of January 19, 2013, a new Internet Portal for Public Procurement has been operating. It was developed independently and adapted for conducting electronic procurement and electronic reverse auctions. 17 It needs to be noted that one of the novelties to ensure the transparency of the electronic public procurement system is the General Classifier of Public Procurements (GCPP) introduced on the portal. GCPP is a classifier of goods, works, and services, that provides for a unified structured system of nomenclature of goods, works, and services. 19 3. Capacity development of the Authorized Agency on Public Procurement, procuring organizations, and suppliers (subcontractors). At present, with the support of the World Bank, 1-day seminars are being held on working with the new Portal for all procurement specialists working in state organizations. These training seminars started in March of this year. They will be conducted throughout the Kyrgyz Republic. It has been planned to train around 2,800 staff members of ministries, organizations and agencies, as well as employees of their structural divisions responsible for conducting procurement. At present, with the support of the World Bank, 1-day seminars are being held on working with the new Portal for all procurement specialists working in state organizations. These training seminars started in March of this year. They will be conducted throughout the Kyrgyz Republic.
