3 The National Picture 1.2 million 1 high school students did not graduate on time (2011) 6.7 Million 1 out-of-school, unemployed youth in the U.S. (2012) 3 million 2 drop out of school every year 9.3 % 3 of HS dropouts are in jail or detention only 200,000 youth are served by all programs including Job Corps, YB, CC. 3
