4 Legislation www.ctauk.org  Passenger transport is highly regulated and community transport operators must understand their legal obligations  Minibuses invariably need permits and most services are restricted in who they can carry. Only S22 services can carry the general public  Some MPV and car services can also use a permit  Car schemes (where volunteers use their own car) can charge fares but are exempt from taxi and private hire legislation
