Legislation www.ctauk.org Passenger transport is highly regulated and community transport operators must understand their legal obligations Minibuses invariably need permits and most services are restricted in who they can carry. Only S22 services can carry the general public Some MPV and car services can also use a permit Car schemes (where volunteers use their own car) can charge fares but are exempt from taxi and private hire legislation
