IMPROVE Particle Monitoring Network: Quality Assurance – Field Audits Chuck McDade Crocker Nuclear Laboratory University of California, Davis Presented at Cape Romain, SC October 15, 2014

32 IMPROVE Independent Field Audits in 2013 MALO

Audit Summary for 2013 32 field site audits conducted in 2013 Flowrate measurement differences exceeded 10% limit in four audits Nominal flow differences exceeded 10% limit in three audits UCD responses on following slides.

Sierra Ancha, AZ, 3/7/13 A & B Mod measured flow high by 11% in audit C Mod measured flow high by 14% in audit. UC Davis follow-up tests showed A 5%, B 6%, and C 14% (confirms audit for C Mod). New C Mod equation was backdated to 10/17/12.

Lake Sugema, IA, 1/8/13 A & B Mod measured flow high by 11% in audit. UC Davis follow-up tests showed both A & B Mods to agree within 1% of former calibration. No remedial action needed. Sampler passed next audit on 4/30/14 (agreement within 7% for A, 6% for B).

Douglas, AZ, 1/29/13 A Mod nominal flow high by 14% in audit, measured flow high by 15%. UC Davis follow-up tests showed 2% agreement for both quantities. New equation was applied, even though differences were small.

Queen Valley, AZ, 2/13/13 C Mod nominal flow high by 13% in audit, measured flow high by 12%. UC Davis made no follow-up adjustments. Sampler passed next audit on 1/22/14 (agreement within 6% for nominal, 5% for measured flow).

Viking Lake, IA, 7/31/13 B Mod nominal flow high by 12% in audit. UC Davis follow-up tests showed nominal flow to agree within 4%. No remedial action needed. Sampler passed next audit on 10/3/13 (agreement within 7% for nominal flow).

2014 Audit Summary To-Date 13 audits through September 2014 2 sites failed audits

Follow-up at Failing Sites Everglades, FL, 6/17/14 Auditor found A-module flow rate discrepancies in excess of 15% Our follow-up revealed a sampler leak Module was replaced Birmingham, AL, 9/3/14 Auditor found A-module flowrate discrepancies in excess of 10% Our follow-up check showed an acceptable 3% difference We are in communication with the EPA auditor to try to resolve the differences

EPA Auditor Training EPA (Dennis Crumpler) is hosting an auditor training event next week Jose Mojica, our Field Manager, will be attending Planning to spend time trying to understand bias between our audit devices and the EPA audit devices
