3 Establishment Order Date: March 2005 Implemented: July 14, 2005 Originating agency: Executive Office of the Mayor

4 Purpose The Commission shall advise the Mayor and the Council of the District of Columbia on the policy, nature and extent of food and nutrition programs in the District of Columbia.

5 Functions Advising on the operations of all District food and nutrition programs in the District Reviewing and advising on the “best practices” in nutrition programs across the United States to assist in establishing benchmarking processes, performance goals and baseline data for the nutrition programs in the District

6 Functions Recommending standards, or revisions to existing standards, to be applied to the delivery of nutrition services in the District Advising on the development of an on- going program of public information on food and nutrition programs

7 Functions Making recommendations on enhancing the collaborative relationship between the federal govt. and the District govt. in connection with food and nutrition Making recommendations on enhancing the partnerships between the govt., District-based food programs, the non-profit sector including colleges and universities, and other public-private partnerships

8 Functions Making recommendations on regulatory or legislative improvements that would enhance the operations of food and nutrition programs Identifying gaps in funding and services, or methods of expanding services, including methods to improve food access and nutrition for District residents

9 Functions Assisting in the development of an on-going outreach program to the general public Undertaking other duties that advance the Commission’s purposes, as assigned by the Mayor or his designee

10 Composition Experts in nutrition programs The Department of Health The State Education Office The Department of Human Services The Department of Parks and Recreation The D.C. Public Schools D.C. Charter Schools Other educational programs and institutions Providers of nutrition programs Not-for-profit institutions and organizations; and Community representatives

11 Composition Members of the Commission shall be residents of the District, or shall have a social, educational, service provider, occupational or governmental nexus to the District A majority of the members of the Commission shall be residents of the District Each geographical ward in the District shall be represented on the Commission

12 Organization The Mayor shall appoint a Chairperson and a Vice Chairperson The staff of the Commission shall be managed and supervised by the State Education Officer of designee The State Education Office shall provide administrative and technical support

13 Goals  Support the ten-year strategic plan to End Childhood Hunger in the Nation’s Capital  Commission a study to research the health costs of having District residents experiencing hunger and poor nutrition

14 Goals  Educate the Mayor, City Council and other elected officials about the pressing need to fund anti- hunger and nutrition needs of the city  Design a neighborhood model where strong nutrition services and policies are implemented into schools, churches, senior centers, etc., are evaluated; and then can serve as local models of success to be duplicated
