9 Office of the Federal Coordinator for Meteorology 9 The draft Record of Actions 05-03 was distributed to WG/WIST members on May 26, 2005. No changes were received. Record of Action Review

10 Office of the Federal Coordinator for Meteorology 10 WG/WIST ACTION ITEM 2005-1.4: The Executive Secretary will work with the WG/WIST to perform an information gathering activity to find out what WIST R&D work is already going on and tabulate and cross feed the information to all members. On April 13, 2005, the WG/WIST Exec Secretary requested input from WG/WIST members on WIST R&D activities in their agencies or activities their agency funds but are performed by another agency, academic institution, or private company. Inputs were requested by May 13, 2005. All inputs received were consolidated and provided to all WG members on July 7, 2005. Action Item 2005-1.4

11 Office of the Federal Coordinator for Meteorology 11 Prioritize WIST R&D Needs Reach agreement on how to prioritize the WIST R&D needs. At the last meeting it was suggested the WG use fatalities, injuries, and property damage figures as a way to help prioritize needs…this would also be consistent with the WG’s goals. Ms Goodwin was asked to provide these figures and the group would then comment on them.

13 Office of the Federal Coordinator for Meteorology 13 DETERMINE A PRELIMINARY STRUCTURE FOR THE WG/WIST R&D PLAN Decide on a design for the layout of the WIST R&D plan. A draft matrix was designed based on feedback from the last meeting. After much discussion, the WG decided the Executive Secretary would take action to combine the Modified CTRE and WIST matrix structures into one matrix, by: - adding an entry for data archival for forensic efforts - using CTRE row heading with WIST column headings - adding a column for “Intermodal (ports and rail yards)” - expanding the one word WIST mode descriptions to show the scope of each mode’s activities - striking the word “improved” in CTRE rows and combine “performance measures” and “weather-related accident reporting” into one row heading.

15 Office of the Federal Coordinator for Meteorology 15 WIST Research Initiative Paper Provide feedback on the initial “WIST Research Initiative” paper. At the last WG/WIST meeting Mr. Williamson relayed to the group a request that the WG/WIST develop an initial “WIST Research Initiative” by July 1, 2005, so the WG’s efforts might have an impact on the FY07 and FY08 budget process. The group agreed to work up such an initiative if the NOAA-FHWA Partnering Plan might serve as the foundation for such a document

16 Office of the Federal Coordinator for Meteorology 16 Strategy for the Next Meeting What do we want to accomplish at our next meeting? Are we ready for a longer meeting to decide on needs and priorities? Do we need to invite representatives from each agency to make a case for their needs and priorities? Should the FAA Aviation Weather Research Program, the Volpe National Transportation Systems Center, and others also come to help decide what might be leveraged within the Federal community?

18 Office of the Federal Coordinator for Meteorology 18 ACTION ITEM 2005-1.1: The Executive Secretary will establish a web site where all WG reference materials can be posted to ensure all WG/WIST members have access to them.STATUS: CLOSED ACTION ITEM 2005-1.2: The Executive Secretary will provide all WG/WIST members with a consolidated listing of all WIST Report recommendations so they can review them and determine if the TOR’s paragraph 3a is too ambitious based on ICMSSR tasking actions from May 2004. STATUS: CLOSED ACTION ITEM 2005-1.3: The Executive Secretary will provide a synthesized R&D needs list so that WG members could review them and begin to determine the R&D needs that would the focus of the WIST R&D Plan and start to build a structure for the R&D Plan to clearly express the priorities of the WIST community. STATUS: OPEN ACTION ITEM 2005-1.4: The Executive Secretary will work with the WG/WIST to perform an information gathering activity to find out what WIST R&D work is already going on and tabulate and cross feed the information to all members. STATUS: OPEN ACTION ITEM 2005-1.5: WG/WIST members will review and comment on the draft vision and goals. STATUS:CLOSED Review of Action Items
