3 Commission on Teacher Credentialing Ensuring Educator Excellence 3 Title II Reporting Phases  Phase I: Program Completer Data Collection (individual-level data) –Evaluation Systems (ES) opened the website on 10/1/2010 –ES website will remain open until 4/2011  Phase II: Institutional and Program Report Card (aggregate data) –Westat will open the website in February and will remain open until 4/30/2011

12 Commission on Teacher Credentialing Ensuring Educator Excellence 12 HEA, Title II Sections 205 through 208 of Title II of the Higher Education Act (PL 110-315) call for accountability for programs that prepare teachers – –IHE reports   Traditional   Alternative (IHE-based and non-IHE-based) – –State reports – –Secretary’s Report   Westat provides technical assistance to states   59 states/territories and their IHEs participate in Title II reporting

14 Commission on Teacher Credentialing Ensuring Educator Excellence 14 Two IHE Reports   IHEs will submit two reports   Traditional routes   Alternative routes   States will define alternative routes A teacher preparation program that primarily serves candidates that are the teacher of record in a classroom while participating in the route. Alternative route teacher preparation programs are defined as such by the state.
